Yeah, as far as I know, there is.  As long as you don't get too close the delegacy, I don't think there would be any problems.

Akka is quite right, Desert!  Feel free to trade endorsements with other nations, so long as you keep it to a reasonable level.  If you climb toooo high you may get a warning to stop accumulating endos or to lower your count, but I suggest not getting to that point in the first place.  We don't fancy endo-tarting much around here, but a little bit of it is a part of the game.  ;)
