I believe unprovoked violence against or intimidation of any person on any ground shall be a civil and criminal offense. I don't believe in the legal concept of hate crimes.
Besides, I don't like non-repealing resolutions to openly highlight the alleged shortcomings of former resolutions. I liked "Rights of Minorities and Women". That resolution was repealed, amongst other reasons, because it allegedly overlapped with "Discrimination Accord", which was said to be more effective. Now "Discrimination Accord" is seen as unclear. The next step will be to repeal it, along with "Freedom of Conscience". Eventually, of course, the time will come for "Fairness and Equality Act" to be wiped out, just after a "better" resolution passes. And it will soon, since, from my viewpoint, this last attempt is very far from being the ultimate one it intends to be. Perhaps a little more humility next time will do the trick. I think we should build our new laws on the respect for the current and even the repealed ones; maybe then the "failures of past legislation in the area of human rights" will be seen in a new light.
