This exact forces have been involved today in an operation to create the Delfian state of Esperança int he former western Utopia, a 'refugee' land for all the victims of anti-delfism. Also that we are interested in participate in cooperative projects that are hopefully being discussed here, and i could expose the numbers and take the doubts out about anti-delfism around the world. Any from that we wish good luck for this conference.

Mekkal signalled a Infantryman. "Inform the Delfian Papovish that he will be accepted at our airport and escorted to the Conference." Mekkal looked to Prime Minister Black and nodded.

"I do not have a problem with supporting soldiers within your lands, so long as they are not being deployed directly to the front from your borders. They need to have a plan to be cycled back to their homeland for true medical care, it might look bad if they're treated in Terrangar then loaded onto ocean transports directly back to the front lines. The State has no problem with your neutrality, in effect this treaty would guarantee you to maintain independence." Mekkal did indeed want an Eastian military treaty, but he wasn't naive enough to ignore ones desire for neutrality. "Anyways, what does Saletsia think of the military proposal, and are there any other Eastian nations you think would respond and join our Union?"

The aircraft landed softly on the airfield. Few securities approached the vehicle and asked if it was Yuri's transport.
"Yes, I'm Yuri Papovish, are you my escorts?"
After being led tot he escorts, Yuri excused himself to rest a while on the airport, having a few drinks, he noticed the climate was like home. He rushed to the car and got escorted to the Conference.

Yuri entered the room quietly, listening to the 1st words he heard. After reaching his spot, waiting for the dialog to end he introduced. "Hello everyone, I'm the representative diplomat of New Delfos, I'm here as an observer. If you have any questions please ask. You may continue the issue about Easteros, we are very interested in the outcome." said with a sincere smile.

Prime Minister Black gave the Delfian an eye of distrust. well at the very least we know he isn't a threat. none of his blood are. perhaps we could involve them somehow....

Francis looked about the room questioningly.

Mekkal nodded to the Delfian as he took his seat, before turning back to Black who was obviously not enamored by the man. "No, this is no problem at all I assume. If you would like, I will write this treaty up immediately. I will of course be signing on as a group A member, and will be giving a sizeable chunk of my budget to this fund as well. I feel an unchanging, total sum of one trillion dollars will suffice for my government."

He quickly jotted down a note on a sheet of paper and passed it subtly to Black. (ooc: read your messages)

Mekkal looked back to the Delfian with a smile, "We will use our news agency to inform Delfians that Xyrael will accept them as long as the world remains a cruel place for their kind. It may be harder to integrate a non-Eastian ethnic group into our society because of Internal Affairs regulations, but should they form their own communities the government will not permit any form of racism against them within our lands."

Yuri declined with his hand, showing after a thumb up as sign of gratitude.

After Mekkal's words, Papovish lifts his voice: "Our entire society thanks your attitude.
I have a question...seems that group A are meant to be the core of this conference, but what are the restrictions to those in group B? And can some nation, that isn't present in this conference, later access both group A and B? And is group A any form of union?"

 Francis nearly laughed after reading the note. he looked at Mekkal then to Yuri.
 
 "Mekkal come now don't worry about me being meant to Yuri, we have had a very good relationship with the Delfians for quite some time. the only reason i was cold earlier is i was not sure of the reason for Yuri being here, as in what intentions New delfos had for Easteros. but the questions Yuri just asked have put me at ease. to sum it up yuri Group a will protect Group b and group b will not attack anyone from group a or b. i believe it would be fair to allow othe Eastian and possibley non-eastian nations to apply at a later date as long as all those involved agree upon it. but yes i would say that those of group a would be a definate union. and if it is military backing you wish for in New Delfos, then Uichi ryu has you supported fully. in fact if you want we could send in some troops to help you deal with those pesky Myrorians if they keep on killing innocent Delfians."

 prime Minister Black gave Yuri a wide encouraging grin.

Internal Affairs security is quite tight, but we'd still like to root out any terrorist cells if any exist."

"And, yes, group A would be considered a binding military agreement, but group B would expressely be a part of the economic policies only. I understand that nations may view group B as a possible way to manipulate group A into doing their bidding, but that will not be tolerated for long and group B will not be assisted should they take aggressive actions against a nation. Currently the treaty is purely defensive, so even members of Group A would not be required to take part in offensive military actions. It's more of a trade union, I forsee every Eastian nation ultimately accumulating the wealth of the whole continent for the benefit of the community."

Since our population is over-educated, and most of the immigrants, takasians for example, are well educated, we have suitable jobs for myrorians, 98% of the very few myrorian immigrant has their 9th grade, equivalent to our 4th grade. Since our streets are bright and clean, the few trash left over is suitable for the few myrorians in New Delfos."

"And about the BSC, we also have anti-terrorism issues, being cooperated with the Canadians and Quebecois, the Delfo-Canadian Coalition is meant to protect the north, which apparently is filled with BSC and WA fanatics. I cannot say much about it. If you want I will request a report on the delfian defense ministry house."

I reassure you again that Terrangar will not become a staging ground for any hostilities toward any nation on Easteros be they in this alliance or not.
We will sign on in group B.
Premier Mekkal, about those troops being treated and returning to the front lines, I think we can go around this problem in two ways.
Either we put them up for detention for the length of the war with the camps being accessible by the ambassadors of the soldiers nation at any time they wish, or we return them to their countries with transportation provided by us.
However in the latter case they will naturally be returned to the front lines by their countries.
In the first case we would probably have much troubles with enforcing this policy as it would have to be applied to all parties involved.
Also as we would not permit nations engaged in war to pass trough our territory we are talking about a handful of people at best.
We also considered impounding weapons of troops that entered our nation, returning them after the war.

A shared database would help us to quickly identify criminals and hand them over to their home nations. In this matter we would fully support you as our police force is very proficient and much larger than our army.”

This anti-terrorism issue is very interesting. We would propose an International Court to bring those terrorists to justice. But this doesn't work well under our circumstances, unless a way is found. Currently, anyone in ND, foreign or not, that breaks our law, has to face our justice, without any extradition agreement, since the law was broken in our territory. But in terrorism circumstances, we are able to catch foreign terrorists, but even then they would be facing our law. An agreement of extradition to the country where they committed terrorist would work perfectly, unless the nation in question support terrorism. This is what we call International Criminals. We should make an international agreement about this terrorists...
We are quite used to terrorism, assaults and law breakers to finance terrorism is common in the north of our nation, we have done everything we could, probably the nation that caught more terrorists ever. But still, they were able to poison the northeast of our territory, and now it's the result of a not so aggressive policy on the political and religious sects of this Black Scorpion Clan. We are facing possible civil war, we can drive the BSC fighters off the Mahara region, but with what cost?"

This proposal is merely to prevent them abusing any nation as a "Safe house" they would retreat to and regroup.
Also to clear a misunderatnding this extradition has nothing to do with your people. I merely wanted to know if we can return them if they wish so.
If delfians expressively wish to stay in our nation then by all means they may do so. We can offer them working permits and allow them to do business like everyone else. I am sure that your people will do their best to fit in."

 "A cultural exchange program does sound to be a great idea. i do rather enjoy thinking of how close this would bring our people. i also think it would be a lovely gesture to set up a concert which would feature musicians from our various nations. we could have it tour around so large numbers of our citezens can be exposed to one anothers cultures."
