Above, Fireteam Bravo secures the Citiatlan State Airport in preparation for the arrival of several high ranking foreign ambassadors.

Security levels at the airport have reached an all time high, with 3rd State Infantry's 14th Regiment policing the ground while scores of Gripen fighters standby on the runway to escort foreign planes to the airport. In total, it is estimated that nearly 4,500 Military and 2,000 Internal Affairs personnel are ensuring that the Conference goes as planned. Foreign dignitaries will meet at Citiatlan to discuss the future of Easteros and the world as a whole. Thus far Uichi Ryu, Ozia, and Talstadt have all been invited, but arrangements have been made in case more nations should be invited.

"Herr Konig, we're starting our descent."
Sam looked out the window. He never understood flying very well, like why they had to cross the entire state of Xyrael and turn around before landing. Either way, he was glad to be getting back on the ground soon.
"Herr Konig, we are being escorted to the airport, do not be alarmed."
"I'm not," he mumbled. Looking out the window he saw two Xyraeli fighters pull up beside them. He was sure there were two more on the other side. 'Ah, good to see that Xyrael is taking so many precautions. Don't want this to end up like St. Takasburg...'

Half an hour later, the plane screeched onto the tarmac, slowly taxiing to the private terminal escorted now by military vehicles. Sam stepped out of the plane to see very few paparatzi, and they were only allowed to be far away from the terminal. Just because he thought it customary, he waved before getting in an armored escort to the conference.

Francis was almost asleep when his aide Lieutenant Fury touched his shoulder.

"Prime Minister we are able to see Citiatlan now. just thought you might like to see some good Eastian city planning." she said with a gentle voice.

god she has the voice of an angel, i suppose i realy did want to have a look. i wonder if the lieutenant would like to get some dinner sometime? witha voice that sounded in dire need of coffee Francis said, "very good Fellicia. thank you for making sure i would see it."

Francis looked out the relatively wide window out at a city that made him proud to share blood with these people. it wasn't long after that their escort led them to land in one of the best airports the Prime Minister had seen yet.

stepping out of the aircraft Prime Minister Black looked about at least here those black eyed bastards won't bother me. greeting the troops as he went through the airport he headed straight for his transportation allowing the Xyraeli soldiers to lead the way.

Sancta Adara Revia Oz

The Ozian Sancta passed on wearing the elegant clothes of the traditional Sancta, she feared it would be much to hot to wear those sort of clothing.  Instead she wore the indoor clothings of an average Ozian Woman (http://farm1.static.flickr.com/210/483209248_d2b1fa385d_o.png). She was told that her Staii-7 escorts returned back to their carrier and that the Xyraeli air force took over on her escort while they were getting closer to their destination. As the plane approached the landing she noted some of the Lanaepiro in the plane. She only heard their hearts which kept steady tempo and their steady breaths. Except they barely made any motion and were practically invisible to her. Also when they asked for orders they always had no emotion. The Plane then made contact with the ground, shaking up the whole plane. She also had the same concern with her bodyguards, she enforced that the Lanaepiro wear their indoor clothing for lounging. She suspected they felt a bit strange going on the job in breathable clothing and expected that when they got outside they'd instantly cold. However they would soon feel that shrill of heat that would probably burn their skin. They wore dark gray robing while arming themselves with I-19cs, their pistols, and their Ozian blades.

Her priestess aid escorted her throughout the building, the 3 priestesses were clothed in the same outfit and attire of the Sancta. The one escorting Adara was named Ravia, she had maroon eyes unlike her Sancta and the other two priestesses had the mystifying Ozian Navy Blue eyes. Ravia always thought Adara's eyes seemed to glow as you looked at them. She had gotten used to her lack of pupils as she became closer to the Sancta. Ravia was now considered the Sancta's most trusted Priestess in her Palace.  Inside the private terminal area Adara walked out as their group got swarmed by some cameras. The noises the cameras bothered her as she heard the clicking and repeated  sounds. The Lanaepiro took action when Adara ordered, "Porav'etae!"

The Lanaepiro started to block off the reporters and even push them down. The group hurried down the hallway away from them and continued to their escort where they would be taken to the Capital

Several dozen State Infantry quickly dispersed the reporters, throwing the more persistent ones back with the butt of their rifles. The Ozians were escorted into several luxurious limousines while APC's strolled beside them. Each delegation had been given one armoured limousine, and one APC for any military personnel they had chosen to bring with them. Once all three delegations had arrived, a convoy was formed to make the one mile trip to the Conference building, a renovated hotel now used as a secondary headquarters for Internal Affairs and living quarters for several senators. There were few safer buildings in the State.

Security in the building was quite heavy, well equipped men patrolled the premises and Internal Affairs agents had replaced hotel staff to guarantee security. All of these measures taken into account could possibly have given the delegates the feeling of an authoritarian police state, but the felt secure, safe, short of a large scale nuclear exchange their lives were safer in Citiatlan than anywhere else in Xyrael.

The State Infantry politely escorted the three ambassadors and their personal aides into a large oval room where a large, traditional table stood in the center of the room flanked by exquisitely elegant chairs. A man sat in a sharp suit, his weathered features making him seem warm and friendly. He stood to greet the arriving members, his deep blue eyes touched by a faint glow of white sparkled alive with life.

"Ah, friends!" he smiled as he shook the Talmanner and Uichi Ryan hands and bowed before the Ozian. "I am the Premier Mekkal, and I believe we have much to discuss. Please, sit," he gestured to the chairs as he returned to his. "Allow me to start by thanking Ozia for her assistance in supporting Easteros, no matter what her reasons."

"Uichi Ryu!" Mekkal smiled cheerily to the Prime Minister. "You have long been our friends to the north, we have never had quarrel with you. I personally hope that we can become friends, our nations would work better together, I think."

"And finally, Konig Gottlieb. I've invited you because I realize that a new nation has risen in Easteros. I must admit, I have been focused more on my State as of late and have not watched the internal chaos in Southern Ryazania. Would I be correct to assume that foreigners are now overlording over native Eastians? Even worse, Talmanner traitors?"

Prime Minister Black placed a large tray of cigarettes out on the table and in Uichi Ryan tradition offered them to everyone in the room. he bowed to the Sancta such beauty and power, now thats the type of woman for me!. shaking hands with the Talmanner first he turned to Mekkal.
 
 "Greetings my friend! The Peoples Democracy of Uichi Ryu has brought a gift for you. it is not here at the conference but back on our aircraft. it is too dangerous to bring the murderur of King Xipil amongst such important people. yes we have brought you the terrorist may his blood quench the sorrows of the Xyraeli people. This we bring as the first sign of our support of Eastian solidarity, your enemies are mine and i would hope that mine are yours. anyhow now that i have gotten that out of the way i would love to hear what the Sancta has to say. i have been informed that her every word is a softly sung string of wisdom, every sentance worth more than most kingdoms."

Francis lit up a cigarette and waited for the others to sit, he would not sit until the Sancta was seated.

After shaking the hands of his host and that of Black, he bowed and kissed the Sancta's hand. "Nett, Sie nochmal zu sehen, Sancta." (Nice to see you, Sancta.) He then turned back to the Premier.
"Herr Mekkal, I thank you. I find it somewhat soothing to know that good friends are behind me. The man now governing the FSCM is indeed Talmanner. He told his voters that when he ran for local election in Confederate Freedom. But I get ahead of myself. Do you have anything to drink, Herr? My throat is, how you say, parched? It is quite warm outside, you know."

Mekkal smiled at Black. "Please, have him transferred immediately to Internal Affairs, we will see that he receives a punishment befitting a traitor." Mekkal flicked his hand at a guard, who promptly brought the Konig several types of drinks including a green tea famously made only within Xyrael. He watched the Konig grab a glass and carefully sip the hot tea, which many people often found to be a touch fruity.

"Sancta," the Premier spoke politely while addressing her. "I know that Ozia has many interests in Xyrael. Perhaps Ozia would like to have more 'interests' in Xyrael? Would Ozia wish to entertain these ideas?"

The Sancta acknowledged the respect she was given though a few times she had to be told that people had simply bowed to her.

She turned her head and held the blank stare at the Premier. When she stared, it was both frightening and beautiful as some described it. Though she doesn't stare directly at your eyes, one couldn't tell with her lack of pupils.  She spoke in her deep Ozian accent, "What interests us in Xyrael is the amount of forests and resources that it possesses, the strategical position of such a nation, and she is yes interested in perhaps bring Ozian investors to Xyraeli borders. I ask you what haves you interested in Divine Ozian Wasteland?"

The Priestesses showed Adara her seat and she asked Mekkal, "Also, do you think you could grant my Bodyguards and my escorts here some water? We're very much not used to such heat. Right now I believe my palace is still 326 Pri'frelae or about 10 degree what you southerners call Celsius?"

"I forget, many of you aren't used to the jungle climate," he chuckled softly. "Yes, it gets hot this time of year." Another infantryman walked before the Sancta and held forward the same variety of drinks before the Priestess. "Perhaps I can offer something to Ozia? It appears that nations seem to have no means of accomplishing their goals save through sheer violence. In this day and age it is good to have friends. I'm curious if Ozia would like to assist Xyrael, and Xyrael would promise to assist Ozia in return. If I might be blunt, I find Ozia's 'wasteland' to be quite beautiful, from the pictures I have seen. I would love to visit it some day. It also interests me because my troops are only trained in jungle warfare, and yes much of the world is different than ours. Perhaps Ozia would allow a beneficial program that would train our troops in styles of warfare fitting our distinct climates," Mekkal sat patiently in his chair, he knew rain season would come soon enough and he didn't feel the need to drink.

The Sancta started to laugh, "You want your troops to be under Fre'zhi? I say good deal, we can send a few Ianuav here to train in Jungle Climate and you can send some into our Arctic Wastelands. However I have to warn you, Fre'zhi are brutal when it comes to Training. We can provide such proper attires for your soldiers if you provide for us. Those who you send shouldn't be of the weak of heart. The Ozian Wastelands are dangerous. Full of dangerous creature if you don't know them. However I'm sure Fre'zhi will help teach your people efficiently."

"I assure you, my people are willing to learn--" Mekkal was interrupted as a soldier nearly broke the door as he rushed in hastily. He moved over to the Premier quickly, rather alarmed. "Yes, yes. Mobilize all forces," Mekkal turned to the friends in the conference. "Apparently the Pax Imperium believes five freighters are enough to warrant wars nowadays," he chuckled. "This is regrettable. Sancta, would you care to consider banning completely all Pax Imperium naval vessels traveling through our waters, military or civilian?"

I do wish Sovereign Dixie would have sent a diplomat at least. To think that a people fighting 'oppression' would be so willing to go to war against a country that has no intention of committing forces. Why, I don't think I've heard of a worse diplomatic move is Taijitan history!

"To continue on matters, yes, we will be much obliged to send troops to train in arctic warfare, the 'Fre'zhi'? And we would train you in the finer arts of jungle warfare. You must realize that combat at twenty five yards or less requires quick reflexes and tactical initiative, I hope your best and brightest will agree to coming here. If you'd like to discuss embassies... I noticed that Ozia lacks warm water ports that remain unfrozen year around. I'd be willing to offer you a sizeable portion of land under lease, suitable for housing approximately seventy warships. We have been constructing this port to monitor naval activity in the Straight of Atl, but we find you may find it suitable. We'd also allow up to two million Ozians to live on the lease under an immigrant worker license. Is there anything you'd be able to offer me in return?"

Francis raised his eyebrows at the offers made by Mekkal. he is offering the world to Ozia on a silver platter, it seems a good idea that the High Eastians of Xyrael and Uichi Ryu make strong bonds with the Ozians. funny coincidence that we are the three peoples with the brightest eyes. the priest once said this was a mark for the chosen peoples of the world, divine right seems to belong to the north and the east. he lit up a new cigarette with the cherry of another. he then carefully extinguished the old but making sure every hot speck was ground to ash. it could be noticed that Prime Minister Black wasn't sweating at all, but then he was used to the heat of this part of Easteros.

Sam turned to the now seemingly alarmed Premier, "Excuse me, Herr. While the Sancta is considering your proposition, might I say something on the reason I am here?" After an approving nod from the Premier, Sam cleared his throat. "As I said before, the leader of the FSCM is a Talmanner. His name is William Schmidt. However, my intelligence has reason to believe that he was formerly Wilhelm von Schiffmann, an anarcho-terrorist from our Civil War. He supposedly was killed in a building collapse, but we believe otherwise. This terrorist tried to take my life at one point, I remember it all too well. He used to look like this," he pulled out a copy of a photo (gold-tone) and handed it to the Premier. "William Schmidt looks like this," he handed out a recent photo of Schmidt in Confederate Freedom, "... remarkably similar. Almost too similar to make me feel comfortable. Some history for you to consider, these terrorists almost took all of Talstadt in the Civil War, under other, more cautious, leadership. Wilhelm was, I know, less cautious and headstrong, so... if he controls that many people with better weapons... he could become a problem. Do you see why I had to come here? Do you see why I'm so nervous? If he is who we think he is, he could cause a war of great devastation. I fear for the security of Easteros, nein!, the world if this man gets any more powerful." He took a long drink of water, sat back down (he had stood up part the way through and started to pace), and sighed. "Of course... we have no complete definate evidence of him being Wilhelm, nor can we tell if Herr Schmidt is very ruthless as we believe von Schiffmann to be. I suggest we get more intel on this country and on Schmidt. We can send some of ours, but he might be suspicious of many High Myrorian speaking people. Perhaps you could send in some intelligence units? We would be most grateful."

      The Sancta waited for the man to stop talking and she raised her voice "I would be delighted to send in extra fleets to help your nation against these people of Pax Imperium, He might of sent a ballistic submarine but our AEGIS cruisers and Idovk submarines can find them. Though I have to regretfully inform to you that the Ozian navy barely has many huge fleets. We don't own very many Battleships of any kind, but we do have Carriers that carry Staii-7. The main forces that our fleets have are AEGIS Cruisers and Idovks. The AEGIS cruisers have one ASW helicopter on each, to search for the Submarines. I do not know if I could send 2 million people but I'm sure that's more than enough space for the Ozians that will arrive. I will make sure to protect Xyrael and other Eastians with my forces that come here. We can open arms rights with various Ozian companies so you can buy our Tanks, small arms, etc. Though we only restrict the Staii-7 to us and Mor'osi. Anyway, We can also provide you with housing to St Oz of a 2 million manned force. They will be given the training equipment that they will need such as Pai'hulu and Ozian weapons. I wonder if any of your weapons will work very well in the Harsh Ozian climate. It is said that weapons of other countries were built to kill and Ozian weapons were built to work. Perhaps we can then promote more resource trade with UASS and St Oz?"

"Intelligence units? Hmm..." Mekkal paused. "Yes, this is very possible. We need to assess for ourselves the plight of our fellow Eastians, and I'm not so eager to allow Easteros to harbor international terrorists, much less non-Eastian dictators." Mekkal waved to a military officer, who leaned closer for Mekkal to whisper. After a few short moment, Mekkal looked back to Sam. "Herr Konig, we're willing to allocate a company of Partisans to help you learn of their identity and combat the threat. You wouldn't happen to know where would be a good place to start looking, do you?"

The Premier then turned to the Sancta with a smile. "I believe our weapons should work anywhere except underwater, we too build them to work. The jungle and monsoons don't treat advanced weapons kindly. Clothing, however, this is necessary. We have no current stocks for warfare in any climate except tropical. In the harsh arctic, I doubt my men will last a minute in their current gear. As for your boats, I believe battleships to be obsolete, slow, fuel consuming behemoths worth very little. Xyrael uses Kirov-class battlecruisers, not battleships. Missiles are indeed the modern days best weapon."

"We'd be willing to send four hundred to eight hundred thousand troops to train in winter warfare. Also, we're curious if Ozia would allow Xyraeli Munitions Syndicate to construct several factories within Ozia, which would supply Ozia with weapons during times of war as well as send weapons to our foreign troops in the event of a blockade."

listening to the others Francis came up with an elegant solution.
"Mekkal, Sancta it would make sense for the two of you to handle the problems with the americans and canadians. meanwhile the Talmanners and ourselves would handle the FSCM situation. currently i can garner much support from fellow nations of Easteros to remove this foreign dictator from the glorious soil of the Eastern Isle of the Rising Sun. would this be something you would consider wise? otherwise we can concentrate all power one place at a time."

"Hmm... it seems most wise. Though with the firepower of the entirety of PI, it may be wiser to focus all power there first. But we must be ready and vigilant. I think we should have multiple intelligence teams sent to FSCM to ensure they do not try anything. Meanwhile, St Oz und Xyrael can devote medium portions of their troops while keeping an active reserve ready to go against FSCM if they try anything. Also, Uichi Ryu may be able to help patrol the Straight of Atl and the Easteros Sea to keep smuggling acts down. Und may I say, if anything does come up in the Free State of Commen Men, Talstadt will gladly lend help to Easteros to remove it."

"It would be diplomatic suicide for Pax Imperium to wage war on Xyrael so eagerly. They know as well as I that the world would be plunged into war, I believe this declaration to be more of a formality than anything else. However, international war was not the primary interest of this conference, so unless this situation continues to escalate let us continue with the topics on hand." Mekkal composed himself, he was a very calm man, very slow to anger and very patient.

"The State Infantry will be more than willing to deploy a company of our finest scouts to FSCM. It's only two hundred men, easily able to avoid detection and find out if Herr Konigs suspicions are correct. If indeed they are, the State will be more than willing to assist in a much broader spectrum. I will also personally order the deployment of Anti-ship vehicles (http://en.wikipedia.org/wiki/RBS15) at the Straight of Atl." Mekkal smiled at Sam, he always tried to appear happy even when stress would have forced other men to abandon the conference under the same circumstances. "Save for Talstadt, Ozian, and Uichi Ryan naval vessels, all unauthorized vessels will be fired upon if they fail to alter their course. Prime Minister Black, I suggest you inform the UASS of this measure," he wrote down a note and passed it to him. It read: OBSIDIAN. "That's the password should any UASS vessel require passage through the Straight. I realize you're at war against imperialist..." he paused, censoring himself with a grin, "'powers'. When the UASS vessels enter our waters, offer State forces to board UASS vessels and give their officer that code word. I assure you we will not interfere with anything you send."

Mekkal cleared his throat, summing up his thoughts as a whole. "A fragile ceasefire exists in South Ryazania, but I won't allow foreigners to use this to their advantage anymore than we can. Sancta, I thank you from the bottom of my soul for the support you have given us against the Pax Imperium, you can send soldiers to our shores any time you wish. We will be sending our troops to your shores soon (http://forum.taijitu.org/general-roleplay/in-the-army/msg75927/#new). I pray that none of our peoples will have to suffer in this 'conflict'."

Francis summoned Lieutenant Fury. he whispered to her "you have overheard what was said, now it is in your hands to get this information to the council. i want you to then head to Liang i will meet you there eventually." he handed her the piece of paper and she stood saluting her prime minister. as she headed out of the room Francis turned back towards Mekkal.

"I thank you my friend on the behalf of the whole of the United Axis of Socialist States. Now i have a few sleeper cells waiting in southern Ryazania, do we want this man assasinated or do we want to start an underground propaganda war? The Sancta smiled, "STIA to my knowledge never assassinates but only targets. The true assassins of Ozia are those of SOSOT and STIA would be glad to help start up an underground war in Ryazania. In my opinion, to gain the people's hearts you must give them what they need. Except how does one need something? Right now they will be needing food, cut them off from all outside contact, cut their trade, sabotage food production, and poison waters. At the same time you grant these people pardon from their misery if you ask them to join your cause. Make them feel regret and hate, and when their minds are most desperately in need they would do anything for it. Might I also suggest putting fear into them. There was one battle in Moacia that I remember hearing about, fought by the current Dictator Sulav of Iadak. After he had destroyed many cities and settlements, Sulav asked the people to turn against their leaders. Most refused however and wouldn't do so until he sent bombers and aircraft to drop the bodies, limbs, heads, and bones of those he had killed. The people were so afraid that they turned on their leadership and then those who sympathized were taken and never seen again. By this city takeover he lost only 1 man, and that was because he got bitten by poisonous spider. Many died on the Moacian side, some call it massacre, some battle, and some ingenious. Except everyone now calls him by name or by the Spirit Reaper. Those Moacians really did believe he didn't only kill them but he took their spirit from them and ate it. However I do not like his full possible of total fear for it only made them fear him and not love him. To make them love you, you must make their government the enemy and you their prophet of truth. Hate and love are the proponents gaining the people's hearts and it only depends on how you arrange them."

Propoganda is what Mekkal loved. He knew exactly how to strike the heart of the people. "We must not kill this Talmanner before we kill his character. First we must make the people realize who he truly is before we martyr a false icon. I have several plans on how to do this. The State will use a reconnaissance team to discover the location of SAM batteries guarding major cities and will move to destroy them, then we will send planes to the cities and drop leaflets. By the same token, I doubt the Talmanner has gained full control of the new nation's resources. I will have a few special squads take several television and radio stations. They'll be able to broadcast their message for enough time, I doubt they will react quickly enough."

"First, we need enough evidence to prove beyond a doubt who he is. If STIA and the Ghost Troops can do this, my men would easily take and hold objectives through sheer force. She then came and whispered to her Sancta about what it was about, she then suddenly started to mutter some prayers and her eyes then became as wide as ever but seemed to gleam a little darker. Almost like anger and hate came upon her. She muttered, "Cowards..."

Southern Xyrael was far more populous than the north...

"I must condemn Sovereign Dixie for this. I can not recognize a nation as legitimate when it uses nuclear force so easily. They had better tend to the collateral damage they have wrought, or there will be hell to pay..."

Reaching out to grab the document, the Konig heard what Mekkal said clearly. The Konig almost knocked over his glass and water bottle as he stood up. "Was!? The Dixans did was!? Unmoglich!" Sam started pacing. "This cannot be! The Southrons are people of honor! I met some whilst visiting Traders wharf in Segelnburg. This has no honor! No courage! What is this Anderson coming to?! The only assurance I have is that I am in Nordste Hemisphere, and even then we might get something!"

After some more pacing... he calmed down (OOC: he's nervous. Normally a man of this age wouldn't dare do quite this much activity.) and returned to the document. Ja... ja, this will work splendidly, Herr Premier. I will sign this document. He pulled out his pen and wrote out in large skritch-cursive (some cursive-type letters, some plain and blocky): Konig des Talstadts, Samuel Gottlieb. "Da. Will anyone else sign this?"

Adara had perfected her mark despite being blind. Though to the foreign eye it looked like scribbles it was in fact traditional Ozian, and before she signed it, her priestess read the document to her.

I believe I can write up a draft if you can tell me what assurances you would like from the State.” Mekkal let’s another smile cross his face. “Perhaps, if we look further East, we can find something mutually lucrative for both of our states,” Mekkal winked slightly to the Prime Minister as he glanced to a map on the wall of Ryazania.

Prime Minister Black looked at Mekkal with a large grin full of hope and eyes full of plots for the unification of the pure blood of easteros.

It was his second time out on an important mission for his homeland.
He was glad that at least this time he wasn't`t traveling on a military plane but a civilian one, lend to his mission by the civilian airline TAL.
He read over the documents his subordinates had assembled about the nations of Uichi Ryu and Xyrael. It wasn't much beside what was commonly known.
„Sir“ the man in the black suit said „We will land shortly at Xyraels capitol.“
„Thank you“ he replied absently, looking up from the folder and out of the window.
Below him passed a country much like his own. Dense jungles interrupted only by rivers and lakes.
The aircraft swung around and the safety signs went on.
From what the weather forecast told it would be warm and humid.
Not as hot and humid as home but still not enough difference to cause him any trouble adjusting.
A pair of fighter jets appeared outside seemingly out of nowhere and moved into an escort pattern.
The passenger liner began to descend as beneath it a huge city appeared.
The jet touched down and rolled onto a piece of tarmac separated by fences and guards from the rest of the field.
He unlocked the seat belt and grabbed his attache case.
The aircraft docked and the door swung open.
Minister Yar  was greeted by a group of men in black suits and armed soldiers.
„This way Minister, please“ one of the men said and  and escorted him trough the heavily guarded airport.
Soon after he was on his way to the meeting aboard an armored car.

The armoured car brought Foreign Minister Yar into the conference room, where Radu Betshev had also just arrived. These new arrivals were a bit of a surprise for the Talmanner, who was not expecting the conference to broaden across Easteros. Premier Mekkal rose to greet the two, firmly shaking their hands before showing them to their seats, while outside in the lobby the guards shifts changed up, and fresh soldiers were brought in.

"Welcome, gentlemen. Prime Minister Black, I have invited these men to discuss a notion of solidarity, the notion of what it is to be Eastian, living on our wonderful paradise continent. It has been a thought in my mind for some time now that there should be an Eastian economic union which offers safety and support between the nations of Easteros. Before I contribute any ideas, would Terrangar, Saletsia, or Uichi Ryu have any ideas they would like to share?"

This would mean a more open passage by land/air and sea on éeconomic level.", he paused, "and perhaps we can also cooperate in technological ventures, let's say building satellites, telescopes scanning the skies or even meteorological stations."

FM Betshev then remembered the letter sent to him by Kein Swotten. Would they even care?

"There is another topic I would like to tell you about and that would be the genocide committed against the Delfian people throughout Taijitu. We are informed of a Delfian minority living in Easteros, namely in the People's Loyalist Republic. I therefore ask what you think ought to be done if such genocides occur in our beloved Easteros?"

!On the first part I agree with the Salestian representative.
Such an agreement would be beneficial. It would broaden our trade across Easteros  and strengthen our economys.
As long as it is not hindering our trade with our partners outside Easteros we would follow the Salestian proposal.
Might I also add that our government just signed the spending of a large amount of money on a space program to which we would like to invite other Nations.

On the matter of the Delfian people I know little about them. Maybe the the Salestian representative could enlighten me?
It would allow for a better understanding of the situation and help in finding a solution.
I can however say that our nation would not permit a genocide on any race for any reason."

To get back on the Delfian problem I don`t think the people from CL are so gullible. If they get closer to a country like Myroria I believe that it is due to the downward trend in their economy. They probably look to an "Expert" in this matter and believe there is none here on Easteros. Maybe-but that is just speculation on my part- they want to change their economic style. but I don´t think that they would turn into mass murderers because of this.
Our nation has long since been dealing with them. So far they have been sensible people.
I however agree with you that we should find a common position on this problem. Better be prepared than sorry."

We've tested several varieties, and we might be able to contribute to your research. We too are looking for ways of launching rockets into space, but for different purposes. On that note, perhaps we should also focus on a humanitarian relief effort, to assist Eastians in need, which will be drawn from... say 3% of the healthcare budget of member states?"

These include natural disaster, nuclear weapons and radiation, uncontrollable firestorms, and more commonly, typhoons. It also assists with supplying refugee camps in case of a war, so that the peoples are not harmed by war. By economic damage, I refer to the people as workers of a country, without workers an economy cannot produce goods nor find a market to sell their goods. Perhaps the humanitarian relief fun and economic fund can be integrated as one, with a slight percentage increase. Of course, I understand there will be no direct obligation for any nation to pay, but as fellow Eastians I'm fairly certain this will not falter."

Mekkal took a sip of tea, which he had noticed the Talmanner wasn't enjoying much, before continuing, "I don't like the term ghetto when referring to the asylum we offer the Delfians. It seems to imply a run down, highly ethnic but inherently poor area. I prefer to call them enclaves, such as Little Ozia which is being allocated to Ozia even now. The Ozians share control over the land with Xyrael, and the people are requested to uphold Xyraeli laws, while adhering to culturally important Ozian laws as well. Little Ozia will also receive food at very low prices, and it will be administrated by the Ozian government, and even contributes to the Ozian economy. I will offer Delfos a similar deal, although not quite so large, and with minimal Delfian military present. It will be directly protected by Xyraeli military, I understand New Delfos is not our military ally, but he will be allowed to station a garrison inside the enclave."

"As for your space program, I wouldn't worry. The rockets we are developing are independent of our military projects for developing uses for them. They're merely intended to fly where you want them. The same rockets used to launch warheads could easily launch satellites instead."

"I'd also like to suggest a non-aggression treaty amongst Eastian nations that commit to this proposal. It would entail that no two member nations may aggress against the other directly. If we also created this union, I'd ask that we keep it open to new additions and revisions at any date. Francis Black had been contmplating the proposals of his fellow Eastian leaders. sipping his coffee and smoking a cigarette he had acknowleged each arrival with a handshake and a nod. he suddenly broke from his introversion.
 
 "My fellow leaders i have to say i do enjoy what most of you have proposed, however Uichi Ryu has no interest in the playground of the Elder Ones. we shall not pay toword any adventures to reach space. yet i am highly interested in free trade and exchanging of companies. Uichi ryu has many of its major industries managed and owned by the govornment that i happen to be the head of. i believe this would benifit us more than it would yourselves but then the prosperity of one nation of Easteros is the prosperity of us all. as for the delfians we are currently not inclined to offer the handful that remain besides a fully paid trip back to New Delfos. as for an Eastian Aide Fund.... we support this many times over and are willing to pay out a total of one trillion dollars towords it (thank god for that law and order budget i barely touch). i also think that a simple non-aggression pact is not good enough, we need a full mutual defense agreement in which if any member nation is attacked then it will be the duty of all others undersigned to come to their full military and economic aide. i hope you will all consider this and remember that no matter what we decide today Uichi ryu is a friend to all Eastians."

Mekkal realized that the Terrangar representative Yar and Saletsian Betshev may not keen on the idea of a military alliance, no matter how much he agreed with his comrade. He had been trying to contemplate a way around this, and he thought he might have an idea.

"The space program can simply be summed up as a peaceful co-op between Xyrael and Terrangar. As for the fund, I'd also be willing to allocate a large sum of money, although I'm not quite sure how much as I don't have my budget handy all day." Mekkal chuckled, the whiskers in his goatee concealed lips which always seemed to be smiling. "The question of a military alliance is another one. I agree with my brother Black that, considering the recent fall of the UASS, a new alliance needs to be formed so that Pax Imperium is not free to bully around everyone they want. I realize that some members may have reservations about this idea, however. Perhaps we could create a military alliance as an arm of the Union, an optional body whose goal is to work for the progress of Easteros and the friends of our land? If Saletsia and Terrangar are both opposed to this idea, then I'll allow this to drop. For now I want to see Eastians unite, I don't want this proposal to fail because some nations may disagree with the military alliance operative."

"ah well Mekkal being Prime Minister in Uichi Ryu requires one to know such things at all times. allows me to stimulate the economy properly. anyhow i have to say i quite like your idea but would like to expand on it. i believe we could make it known weather or not a nation wishes to be a defender or to just be defended, it just makes sense to allow your brethren to aide if you are attacked but the ability to defend others may be something that only some of us are willing to lend. i would just like it down on paper who wants to be defended and who is willing to defend. we can categorize this by any signitories being listed in one of two subgroups of this agreement. group A would be in for a full mutual defense treaty while group B would be in on the non- agression pact side. those of group A would defend any of the undersigned while those in group B would agree to be non-violent towords all undersigned. its a fair idea in my book but what say you?"

he grinned as he had sensed Mekkals unwillingness to push for a military agreement but it is what is needed in betwenn all nations of Eastian origins.

After thinking about both suggestions from Mekkal and Prime Minister Black, Radu Betshev then started to stalk:
"I know my country is very much in favor of a non-aggression pact. As for a 100% mutual pact though, we still indeed have reservations since you can be pulled into a war very fast nowadays...and that is currently not part of our national agenda: especially when we put at stake the sovereignty of our newly founded Empire. Hence I would be more inclined to join group B. But group B should be given the possibility of voluntary support - either in direct or indirect means. This way, even member nations of group B can side with the other member nations and fight actively against an aggressor. That would be my suggestion."

The nation of Terrangar would sign up for category B. However we should allow changing this at a later date if a nation may wish so.
I talked to our defense minister before I came here and he informed me that we should not sign any agreement at the moment that would expose our nation to category A.
He gave me the following reasons.
First of all our armed forces have always been there for defense of our nation. We are not equipped and trained for offensive action.
We would thus not be an asset but more of a hindrance to any military alliance.
In case of an attack other nations would have to weaken their forces to defend us and in case we are to give support we would lack the ability to do so in a useful manner - due to said lack of material and training-causing unnecessary strain to our allies.
Also this would weaken our own defensive abilities by sending a portion of our forces away from home.
Concerning the space program we respect the religious concern of Uichi Ryu. I must say we had originally planed on inviting you but I will see that you are taken from the list by your request.”


He handed Mekkal  a letter.
“From the Ministry of defence” he said.

Because this would void the very meaning of "Neutrality".
We also do not allow these nations involved in a war to use our territory, we simply permit them to make emergency landings to save their lives.
Also this only is applied to aircraft and ships that have no other choice than to come to our territory because of combat damage. We are talking about burning planes and sinking ships.

Mekkal signalled a Infantryman. "Inform the Delfian Papovish that he will be accepted at our airport and escorted to the Conference." Mekkal looked to Prime Minister Black and nodded.

"I do not have a problem with supporting soldiers within your lands, so long as they are not being deployed directly to the front from your borders. They need to have a plan to be cycled back to their homeland for true medical care, it might look bad if they're treated in Terrangar then loaded onto ocean transports directly back to the front lines. The State has no problem with your neutrality, in effect this treaty would guarantee you to maintain independence." Mekkal did indeed want an Eastian military treaty, but he wasn't naive enough to ignore ones desire for neutrality. "Anyways, what does Saletsia think of the military proposal, and are there any other Eastian nations you think would respond and join our Union?"

The aircraft landed softly on the airfield. Few securities approached the vehicle and asked if it was Yuri's transport.
"Yes, I'm Yuri Papovish, are you my escorts?"
After being led tot he escorts, Yuri excused himself to rest a while on the airport, having a few drinks, he noticed the climate was like home. He rushed to the car and got escorted to the Conference.

Yuri entered the room quietly, listening to the 1st words he heard. After reaching his spot, waiting for the dialog to end he introduced. "Hello everyone, I'm the representative diplomat of New Delfos, I'm here as an observer. If you have any questions please ask. You may continue the issue about Easteros, we are very interested in the outcome." said with a sincere smile.

Prime Minister Black gave the Delfian an eye of distrust. well at the very least we know he isn't a threat. none of his blood are. perhaps we could involve them somehow....

Mekkal nodded to the Delfian as he took his seat, before turning back to Black who was obviously not enamored by the man. "No, this is no problem at all I assume. If you would like, I will write this treaty up immediately. I will of course be signing on as a group A member, and will be giving a sizeable chunk of my budget to this fund as well. I feel an unchanging, total sum of one trillion dollars will suffice for my government."

He quickly jotted down a note on a sheet of paper and passed it subtly to Black. (ooc: read your messages)

Mekkal looked back to the Delfian with a smile, "We will use our news agency to inform Delfians that Xyrael will accept them as long as the world remains a cruel place for their kind. It may be harder to integrate a non-Eastian ethnic group into our society because of Internal Affairs regulations, but should they form their own communities the government will not permit any form of racism against them within our lands."

I have a question...seems that group A are meant to be the core of this conference, but what are the restrictions to those in group B? And can some nation, that isn't present in this conference, later access both group A and B? And is group A any form of union?"

 "Mekkal come now don't worry about me being meant to Yuri, we have had a very good relationship with the Delfians for quite some time. the only reason i was cold earlier is i was not sure of the reason for Yuri being here, as in what intentions New delfos had for Easteros. but the questions Yuri just asked have put me at ease. to sum it up yuri Group a will protect Group b and group b will not attack anyone from group a or b. i believe it would be fair to allow othe Eastian and possibley non-eastian nations to apply at a later date as long as all those involved agree upon it. but yes i would say that those of group a would be a definate union. and if it is military backing you wish for in New Delfos, then Uichi ryu has you supported fully. in fact if you want we could send in some troops to help you deal with those pesky Myrorians if they keep on killing innocent Delfians."

I'd like to inquire about these 'Scorpions', perhaps the Delfian government has information concerning their members and whereabouts? Internal Affairs security is quite tight, but we'd still like to root out any terrorist cells if any exist."

"And, yes, group A would be considered a binding military agreement, but group B would expressely be a part of the economic policies only. I understand that nations may view group B as a possible way to manipulate group A into doing their bidding, but that will not be tolerated for long and group B will not be assisted should they take aggressive actions against a nation. Currently the treaty is purely defensive, so even members of Group A would not be required to take part in offensive military actions. It's more of a trade union, I forsee every Eastian nation ultimately accumulating the wealth of the whole continent for the benefit of the community."

I reassure you again that Terrangar will not become a staging ground for any hostilities toward any nation on Easteros be they in this alliance or not.
We will sign on in group B.
Premier Mekkal, about those troops being treated and returning to the front lines, I think we can go around this problem in two ways.
Either we put them up for detention for the length of the war with the camps being accessible by the ambassadors of the soldiers nation at any time they wish, or we return them to their countries with transportation provided by us.
However in the latter case they will naturally be returned to the front lines by their countries.
In the first case we would probably have much troubles with enforcing this policy as it would have to be applied to all parties involved.
Also as we would not permit nations engaged in war to pass trough our territory we are talking about a handful of people at best.
We also considered impounding weapons of troops that entered our nation, returning them after the war.

This anti-terrorism issue is very interesting. We would propose an International Court to bring those terrorists to justice. But this doesn't work well under our circumstances, unless a way is found. Currently, anyone in ND, foreign or not, that breaks our law, has to face our justice, without any extradition agreement, since the law was broken in our territory. But in terrorism circumstances, we are able to catch foreign terrorists, but even then they would be facing our law. An agreement of extradition to the country where they committed terrorist would work perfectly, unless the nation in question support terrorism. This is what we call International Criminals. We should make an international agreement about this terrorists...
We are quite used to terrorism, assaults and law breakers to finance terrorism is common in the north of our nation, we have done everything we could, probably the nation that caught more terrorists ever. But still, they were able to poison the northeast of our territory, and now it's the result of a not so aggressive policy on the political and religious sects of this Black Scorpion Clan. We are facing possible civil war, we can drive the BSC fighters off the Mahara region, but with what cost?"

Also to clear a misunderatnding this extradition has nothing to do with your people. I merely wanted to know if we can return them if they wish so.
If delfians expressively wish to stay in our nation then by all means they may do so. We can offer them working permits and allow them to do business like everyone else. I am sure that your people will do their best to fit in."
"On another note a cultural exchange program would allow for better understanding of each others nation.
We did that with the CL and it worked to the advantage of both our nations. A student and teachers exchange program is still running with their nation."

Yar stood up addressing the assembly. "Please excuse me for a moment there seems to be an important call from home."
He said and followed the secretary.

He made a short bow and said  "Farewell Sancta. May Gaea protect you on your travels"
He waited until she had left the room then turned to the assembly bowing down again.
"Please excuse me for interrupting this meeting. My government informed me that there would be a conference at the United Federation of States. It seems the wish to form a neutral gathering ground for nations to debate their differences. My country has send me as observer. But as it looks it will be a few days until this starts."

He then turned to the Delfos delegate.
"I have been informed that we were allowed by your government to send supplies to relief food shortages"

"Also we wish for you to open a embassy on our territory. There are no Delfians in our country at the moment, but should refugees appear at our borders things would go smoother if they were greeted by their own people and had assistance by both our governments"

He then bowed to Prime Minister Black and took his seat.
"Please let us continue" he said, leaning over to the Prime Minister whispering. "Any reason why she left?"

               c. Specific tariffs are banned, and should be replaced by ad valorem Tariffs (see Article II Part A Section 1/a).
               d. Suggests the creation of protective tariffs against economic unions whose goal is to infiltrate and exploit Eastian markets.
          2. Allows for the construction of factories by Eastian companies on a multinational level,
               a. These companies must be given permission and land grants to construct their factories.
               b. These companies will not be nationalized by the nations they reside in.
               c. These companies must abide by all regulations imposed by the nation they reside in.
     B. Economic Aid
          1. In any case where an Eastian nation faces an economic crisis, the Greater Eastian Prosperity Region will jointly move to stabilize the afflicted economy.
          2. Economic aid will be allocated for from the Eastian Aid Fund.

Article III - Eastian Aid Fund
     A. Funding
          1. Funding will be drawn from the healthcare budgets of member states.
               a. Members will be required to donate 3% of their healthcare budget to this fund.
               b. Should a member states internal healthcare suffer from this, aid will be directed to that nation.
          2. Any member state which creates a deficit will have to abide by the following consequences:
               a. Any member which creates a deficit larger than 15% of it's healthcare budget may be refused economic or humanitarian aid priority.
               b. Any member which creates a deficit larger than 100% of it's healthcare budget will be removed from the GEPR.
     B. Priorities
          1. Aid will be given to GEPR nations as first priority, with GEPR member's refugee camps receiving ultimate priority.
          2. Aid will be given to non-GEPR Easteros nations as second priority.
          3. Aid will be given to non-GEPR non-Eastian colonies residing on Easteros as third priority.
          4. Aid will be given to non-GEPR non-Easteros nations as fourth priority.
          5. Aid will be refused to any state which explicitly wishes to harm the population of any GEPR nation.
     C. Humanitarian Aid
          1. The EAF's primary design is to increase the living standards of Eastian peoples, firstly through Humanitarian relief, then through Economic relief.
          2. Humanitarian aid will be given to Eastian refugee camps, which should ideally be administered by a GEPR voluntary peacekeeping force.

Article IV - Defense
     A. Non-Aggression Pact
          1. No GEPR member may make war on any GEPR member for any reason, violations of this agreement include:
               a. Direct military attacks on recognized GEPR member states by GEPR member nations.
               b. Funding of terrorists against GEPR member states.
               c. Military aggression against GEPR member states colonies abroad.
               d. Withdrawal from GEPR treaty prior to a near-immediate declaration of war, except when:
                    i. When withdrawing nation has been grieved by the nation they aggress against.
                    ii. When withdrawing nation has been victimized by the nation they aggress against.
     B. Defensive Pact
          1. Signatories of the GEPR sign into a unique treaty which is goverened by the following rules.
               a. Signatories may sign into Defender State status.
                    i. Defender states have declared their willingness to come to the aid of any GEPR member.
                    ii. Defender states have the option of joining offensive wars taken on behalf of the GEPR.
                    iii. Defender state casualties in GEPR member states should be tended to in the GEPR nation they reside in, where possible.
                    iv. Any territory gained by Defender states will be split jointly between Defender states.
               b. Signatories may sign into Defended State status.
                    i. Defended states have the option of defending GEPR member states.
                    ii. Defended states have the option of joining aggressive wars taken by GEPR member states.
          2. Should an aggressor declare war on the GEPR as a unified body, all member states will be asked to act as Defender States in regard to the aggressor for the duration of the war.


Mekkal's hand cramped as he put the final period on the document. He handed it to a soldier, who hurried to make copies, before turning to the Saletsian and Delfian representative. "I have thought more about your situation with Ozia. I realize that my government has signed a treaty with both Saletsia and Ozia. If I may, as you were the nation aggressed upon I'd be willing to deploy forces aimed at the defense of key civilian population areas and refugee camps, and would be willing to evacuate all personnel in Utopia. Perhaps they would wish for transportation besides Saletsia?" Mekkal seemed to suggest the notion of Saletsian colonization elsewhere, realizing Ozian paranoia never seemed to relent when concerning their borders.

"And Delfos, I'd like to put this before this Conference right now. What would member states consider of a Delfian colony on Easteros, provided that the colony housed only refugees and the military forces required to defend them, and would maintain a joint GEPR Defender state military base?"

Francis Black signed the treaty with his symbol and the word defender next to it.

"i am very happy with this we shall be one of the Defender nations. i do however have some concerns about the Ozian/Utopian situation. we have peaceful relations with Ozia and due to new laws passed by Parliament we are not to attack anyone of pure blood without ourselves being attacked first. and on both sides are people who are considered to be of pure blood. we however can offer to send a delegation to Ozia to attempt to reason with the Sancta."

"First of all I would like to state that Saletsia will sign the treaty as a defense-group B nation," he paused.
Then went on: "As for Saletsia-Minor, we would welcome any help we can get. Some civilians have been evacuated but others refuse to leave due to the hard work they have invested in the area during the Republican era of Saletsia. Our forces will not launch any attacks on Ozia as long as they leave us alone - seeing that we do not even have any common border sections, I fail to see how Ozians could even think we were a threat to them. It's like an elephant being afraid of a dove...As of now, we are not yet planning to abandon what is rightfully ours. Of course - as the treaty says - noneis yet obliged to support us since Ozia has not declared war on Saletsia as a whole..."
Then he turned to Prime Minister Black: "I thank you, Prime Minister Black, for the efforts you are willing to take for the sake of peace."

After saying so, Foreign Minister Radu Betshev took his pen and signed the treaty.

Prime Minister Black stood and bowed to the representatives of the other nations.

"i need to go make a call to the URDC so that we may get one of our women straight out to Ozia to speak with the Sancta. actually.."

just remembering the Priestess was still there Prime Minister Black turned to her.

"Perhaps you could do something for this. we wish to see an end to any and all bloodshed going on in former Utopia and general peace between that region and Ozia."

After he packed he left with a final bow to the assembly.
