"I assure you, my people are willing to learn--" Mekkal was interrupted as a soldier nearly broke the door as he rushed in hastily. He moved over to the Premier quickly, rather alarmed. "Yes, yes. Mobilize all forces," Mekkal turned to the friends in the conference. "Apparently the Pax Imperium believes five freighters are enough to warrant wars nowadays," he chuckled. "This is regrettable. Sancta, would you care to consider banning completely all Pax Imperium naval vessels traveling through our waters, military or civilian?"

I do wish Sovereign Dixie would have sent a diplomat at least. To think that a people fighting 'oppression' would be so willing to go to war against a country that has no intention of committing forces. Why, I don't think I've heard of a worse diplomatic move is Taijitan history!

"To continue on matters, yes, we will be much obliged to send troops to train in arctic warfare, the 'Fre'zhi'? And we would train you in the finer arts of jungle warfare. You must realize that combat at twenty five yards or less requires quick reflexes and tactical initiative, I hope your best and brightest will agree to coming here. If you'd like to discuss embassies... I noticed that Ozia lacks warm water ports that remain unfrozen year around. I'd be willing to offer you a sizeable portion of land under lease, suitable for housing approximately seventy warships. We have been constructing this port to monitor naval activity in the Straight of Atl, but we find you may find it suitable. We'd also allow up to two million Ozians to live on the lease under an immigrant worker license. Is there anything you'd be able to offer me in return?"

Francis raised his eyebrows at the offers made by Mekkal. he is offering the world to Ozia on a silver platter, it seems a good idea that the High Eastians of Xyrael and Uichi Ryu make strong bonds with the Ozians. funny coincidence that we are the three peoples with the brightest eyes. the priest once said this was a mark for the chosen peoples of the world, divine right seems to belong to the north and the east. he lit up a new cigarette with the cherry of another. he then carefully extinguished the old but making sure every hot speck was ground to ash. it could be noticed that Prime Minister Black wasn't sweating at all, but then he was used to the heat of this part of Easteros.

Sam turned to the now seemingly alarmed Premier, "Excuse me, Herr. While the Sancta is considering your proposition, might I say something on the reason I am here?" After an approving nod from the Premier, Sam cleared his throat. "As I said before, the leader of the FSCM is a Talmanner. His name is William Schmidt. However, my intelligence has reason to believe that he was formerly Wilhelm von Schiffmann, an anarcho-terrorist from our Civil War. He supposedly was killed in a building collapse, but we believe otherwise. This terrorist tried to take my life at one point, I remember it all too well. He used to look like this," he pulled out a copy of a photo (gold-tone) and handed it to the Premier. "William Schmidt looks like this," he handed out a recent photo of Schmidt in Confederate Freedom, "... remarkably similar. Almost too similar to make me feel comfortable. Some history for you to consider, these terrorists almost took all of Talstadt in the Civil War, under other, more cautious, leadership. Wilhelm was, I know, less cautious and headstrong, so... if he controls that many people with better weapons... he could become a problem. Do you see why I had to come here? Do you see why I'm so nervous? If he is who we think he is, he could cause a war of great devastation. I fear for the security of Easteros, nein!, the world if this man gets any more powerful." He took a long drink of water, sat back down (he had stood up part the way through and started to pace), and sighed. "Of course... we have no complete definate evidence of him being Wilhelm, nor can we tell if Herr Schmidt is very ruthless as we believe von Schiffmann to be. I suggest we get more intel on this country and on Schmidt. We can send some of ours, but he might be suspicious of many High Myrorian speaking people. Perhaps you could send in some intelligence units? We would be most grateful."

      The Sancta waited for the man to stop talking and she raised her voice "I would be delighted to send in extra fleets to help your nation against these people of Pax Imperium, He might of sent a ballistic submarine but our AEGIS cruisers and Idovk submarines can find them. Though I have to regretfully inform to you that the Ozian navy barely has many huge fleets. We don't own very many Battleships of any kind, but we do have Carriers that carry Staii-7. The main forces that our fleets have are AEGIS Cruisers and Idovks. The AEGIS cruisers have one ASW helicopter on each, to search for the Submarines. I do not know if I could send 2 million people but I'm sure that's more than enough space for the Ozians that will arrive. I will make sure to protect Xyrael and other Eastians with my forces that come here. We can open arms rights with various Ozian companies so you can buy our Tanks, small arms, etc. Though we only restrict the Staii-7 to us and Mor'osi. Anyway, We can also provide you with housing to St Oz of a 2 million manned force. They will be given the training equipment that they will need such as Pai'hulu and Ozian weapons. I wonder if any of your weapons will work very well in the Harsh Ozian climate. It is said that weapons of other countries were built to kill and Ozian weapons were built to work. Perhaps we can then promote more resource trade with UASS and St Oz?"

"Intelligence units? Hmm..." Mekkal paused. "Yes, this is very possible. We need to assess for ourselves the plight of our fellow Eastians, and I'm not so eager to allow Easteros to harbor international terrorists, much less non-Eastian dictators." Mekkal waved to a military officer, who leaned closer for Mekkal to whisper. After a few short moment, Mekkal looked back to Sam. "Herr Konig, we're willing to allocate a company of Partisans to help you learn of their identity and combat the threat. You wouldn't happen to know where would be a good place to start looking, do you?"

The Premier then turned to the Sancta with a smile. "I believe our weapons should work anywhere except underwater, we too build them to work. The jungle and monsoons don't treat advanced weapons kindly. Clothing, however, this is necessary. We have no current stocks for warfare in any climate except tropical. In the harsh arctic, I doubt my men will last a minute in their current gear. As for your boats, I believe battleships to be obsolete, slow, fuel consuming behemoths worth very little. Xyrael uses Kirov-class battlecruisers, not battleships. Missiles are indeed the modern days best weapon."

"We'd be willing to send four hundred to eight hundred thousand troops to train in winter warfare. Also, we're curious if Ozia would allow Xyraeli Munitions Syndicate to construct several factories within Ozia, which would supply Ozia with weapons during times of war as well as send weapons to our foreign troops in the event of a blockade."

listening to the others Francis came up with an elegant solution.
"Mekkal, Sancta it would make sense for the two of you to handle the problems with the americans and canadians. meanwhile the Talmanners and ourselves would handle the FSCM situation. currently i can garner much support from fellow nations of Easteros to remove this foreign dictator from the glorious soil of the Eastern Isle of the Rising Sun. would this be something you would consider wise? otherwise we can concentrate all power one place at a time."

"Hmm... it seems most wise. Though with the firepower of the entirety of PI, it may be wiser to focus all power there first. But we must be ready and vigilant. I think we should have multiple intelligence teams sent to FSCM to ensure they do not try anything. Meanwhile, St Oz und Xyrael can devote medium portions of their troops while keeping an active reserve ready to go against FSCM if they try anything. Also, Uichi Ryu may be able to help patrol the Straight of Atl and the Easteros Sea to keep smuggling acts down. Und may I say, if anything does come up in the Free State of Commen Men, Talstadt will gladly lend help to Easteros to remove it."

"It would be diplomatic suicide for Pax Imperium to wage war on Xyrael so eagerly. They know as well as I that the world would be plunged into war, I believe this declaration to be more of a formality than anything else. However, international war was not the primary interest of this conference, so unless this situation continues to escalate let us continue with the topics on hand." Mekkal composed himself, he was a very calm man, very slow to anger and very patient.

"The State Infantry will be more than willing to deploy a company of our finest scouts to FSCM. It's only two hundred men, easily able to avoid detection and find out if Herr Konigs suspicions are correct. If indeed they are, the State will be more than willing to assist in a much broader spectrum. I will also personally order the deployment of Anti-ship vehicles at the Straight of Atl." Mekkal smiled at Sam, he always tried to appear happy even when stress would have forced other men to abandon the conference under the same circumstances. "Save for Talstadt, Ozian, and Uichi Ryan naval vessels, all unauthorized vessels will be fired upon if they fail to alter their course. Prime Minister Black, I suggest you inform the UASS of this measure," he wrote down a note and passed it to him. It read: OBSIDIAN. "That's the password should any UASS vessel require passage through the Straight. I realize you're at war against imperialist..." he paused, censoring himself with a grin, "'powers'. When the UASS vessels enter our waters, offer State forces to board UASS vessels and give their officer that code word. I assure you we will not interfere with anything you send."

Mekkal cleared his throat, summing up his thoughts as a whole. "A fragile ceasefire exists in South Ryazania, but I won't allow foreigners to use this to their advantage anymore than we can. Sancta, I thank you from the bottom of my soul for the support you have given us against the Pax Imperium, you can send soldiers to our shores any time you wish. We will be sending our troops to your shores soon. I pray that none of our peoples will have to suffer in this 'conflict'."

Francis summoned Lieutenant Fury. he whispered to her "you have overheard what was said, now it is in your hands to get this information to the council. i want you to then head to Liang i will meet you there eventually." he handed her the piece of paper and she stood saluting her prime minister. as she headed out of the room Francis turned back towards Mekkal.

"I thank you my friend on the behalf of the whole of the United Axis of Socialist States. Now i have a few sleeper cells waiting in southern Ryazania, do we want this man assasinated or do we want to start an underground propaganda war? Sancta if the reputation STIA has is true perhaps you could send us files on the members of this faux govornment. intelligence i believe will be a very good friend to us in this game. i would like to turn the populace against these foreign dictators."

Francis extinguished his cigarette and had an aide bring him a cup of coffee.

The Sancta smiled, "STIA to my knowledge never assassinates but only targets. The true assassins of Ozia are those of SOSOT and STIA would be glad to help start up an underground war in Ryazania. In my opinion, to gain the people's hearts you must give them what they need. Except how does one need something? Right now they will be needing food, cut them off from all outside contact, cut their trade, sabotage food production, and poison waters. At the same time you grant these people pardon from their misery if you ask them to join your cause. Make them feel regret and hate, and when their minds are most desperately in need they would do anything for it. Might I also suggest putting fear into them. There was one battle in Moacia that I remember hearing about, fought by the current Dictator Sulav of Iadak. After he had destroyed many cities and settlements, Sulav asked the people to turn against their leaders. Most refused however and wouldn't do so until he sent bombers and aircraft to drop the bodies, limbs, heads, and bones of those he had killed. The people were so afraid that they turned on their leadership and then those who sympathized were taken and never seen again. By this city takeover he lost only 1 man, and that was because he got bitten by poisonous spider. Many died on the Moacian side, some call it massacre, some battle, and some ingenious. Except everyone now calls him by name or by the Spirit Reaper. Those Moacians really did believe he didn't only kill them but he took their spirit from them and ate it. However I do not like his full possible of total fear for it only made them fear him and not love him. To make them love you, you must make their government the enemy and you their prophet of truth. Hate and love are the proponents gaining the people's hearts and it only depends on how you arrange them."

"a frightening tale Sancta. i believe that our combined efforts shall prove to be more than effective. would it be possible to train some of our operatives by your STIA? we would be willing to train soldiers of yours in the art of disappearing into a jungle and becoming natures own fury. have you heard the tale of what happened to the Dysanii bastards who attempted to invade us in our northern borders? in the journal recovered from the last one killed off they described our troops as wraiths of the forest they believed it was some spawn of Lord Cthulhu stalking them . they described our northern forests as some plane of hell. we could offer much training in the deadly arts of our Ghost Troops. the unseen in return for STIA, a fair trade i would say. but now i would like to know Mekkals opinion on a war of propaganda, turning these misguided Eastians upon their false masters?"

Propoganda is what Mekkal loved. He knew exactly how to strike the heart of the people. "We must not kill this Talmanner before we kill his character. First we must make the people realize who he truly is before we martyr a false icon. I have several plans on how to do this. The State will use a reconnaissance team to discover the location of SAM batteries guarding major cities and will move to destroy them, then we will send planes to the cities and drop leaflets. By the same token, I doubt the Talmanner has gained full control of the new nation's resources. I will have a few special squads take several television and radio stations. They'll be able to broadcast their message for enough time, I doubt they will react quickly enough."

"First, we need enough evidence to prove beyond a doubt who he is. If STIA and the Ghost Troops can do this, my men would easily take and hold objectives through sheer force. SOTOS can then eliminate the man. The question is, what happens when the state is leaderless? Do we give it back to Ryazania, which is hardly a model Eastian nation?"

As the Sancta was hearing such ideas and trying to come up with some of her own, one of her priestesses went on her cell phone and started chattering in Ozians. She then came and whispered to her Sancta about what it was about, she then suddenly started to mutter some prayers and her eyes then became as wide as ever but seemed to gleam a little darker. Almost like anger and hate came upon her. She muttered, "Cowards..."

RECOGNIZING that the Ryazanian peoples are natives of Easteros,

CONCERNED that the Ryazanian peoples may now be under the control of a foreign dictator whose intentions are unclear,

  • Proclaims this document secret and binding, known only to the current members of this conference.
Mekkal pushed a copy of the document to each of the members sitting around the table. "Do any of you have a problem with this document? If not, please sign it so that we can commence with these operations."

A State Infantryman walked into the room with a grim look, whispering into Mekkal's ear. "It appears Sovereign Dixie has authorized nuclear force in dealing with the Democratic States..." Mekkal looked to the serviceman and whispered something back to him. "It appears that radiation will affect southern Xyrael." Mekkal sighed heavily, wincing a little as irritation surged through him. Southern Xyrael was far more populous than the north...

"I must condemn Sovereign Dixie for this. I can not recognize a nation as legitimate when it uses nuclear force so easily. They had better tend to the collateral damage they have wrought, or there will be hell to pay..."

Reaching out to grab the document, the Konig heard what Mekkal said clearly. The Konig almost knocked over his glass and water bottle as he stood up. "Was!? The Dixans did was!? Unmoglich!" Sam started pacing. "This cannot be! The Southrons are people of honor! I met some whilst visiting Traders wharf in Segelnburg. This has no honor! No courage! What is this Anderson coming to?! The only assurance I have is that I am in Nordste Hemisphere, and even then we might get something!"

After some more pacing... he calmed down (OOC: he's nervous. Normally a man of this age wouldn't dare do quite this much activity.) and returned to the document. Ja... ja, this will work splendidly, Herr Premier. I will sign this document. He pulled out his pen and wrote out in large skritch-cursive (some cursive-type letters, some plain and blocky): Konig des Talstadts, Samuel Gottlieb. "Da. Will anyone else sign this?"
