Article I
DEFINITION AND OBJECTIVES OF THE UNION

Article I-1 Establishment of the Union
1. Reflecting the will of the of the citizens and States of Arda to build a common future, this Constitutio establishes the Ardan Union, on which the Member States confer competences to attain objectives they have in common. The Union shall coordinate the policies which the Member States aim to achieve these objectives, and shall exercise on a Community basis the competences they confer on it.
2. The Union shall be open to all of the Ardan States which respect its values and are commited to promoting them together.

Article I-2 The Union's objectives
1. The Union's aim tis to promote peace, its values and the well-being for its peoples.
2. The Union shall offer its citizens an area of freedom, security and justice with out internal frontiers, and an internal market where competition is free and undistorted.
3. The Union shall work for the sustainable economy of Arda based on balanced economic growth and price stabiliy, a highly competivtive social market economy, aiming at the full employment and social progress and a high level of protection and improvement of the quality of the enviroment. It shall promote scientific and technological advance. It shall combat social exclusion and discrimination and shall promote social justice and protection. It shall promote econiomic, social, and territorial cohesion and solidarity among the Member States. It shall respect its rich cultural and lingustic diversity, and shall ensure that Arda's cultural heritage is safe-guarded and enhanced.
4. In it's relations with the wider world, the Union shall uphold and promote its values and interests. It shall contribute to peace, security, the sustainable development of Taijitu, solidarity and mutual respect among peoples, free and fair trade, eradication of poverty and the protection of human rights.

Article I-3 Relations between the Union and Member States
1. The union shall respect the equality of Member States before the constitution as well as their national identities. It shall respect their essential State functions, including ensuring the territorial integraty of the State, maintaining Law and Order and safe-guarding national security.

Article I-4 Union law
The Constitution and law adapted by the Union in exercising competences conferred on it shall have primacy over the law of the Member States.

CITIZENSHIP OF THE UNION

Article II-1 Citizenship of the Union
1. Every national of a Member State shall be a citizen of the Union. Citizenship of the Union shall be additional to national citizenship and shall not replace it.
2. Citizens of the Union shall enjoy the rights and be subject to the duties provided by the Constitution. They shall have: (a) the right to move freely and reside freely within the territory of the Member States; (b) the right to vote and to stand as canditates in elections to the office of Prime Minister; (c) the right to enjoy, te territory of a third country in which the Member State of which they are nationals are not represented, the prtotection of the diplomatic and consular authorites of any Member State of which they are nationals is not represented on the same conditions as the nationals of that State.

Article III
THE UNION'S INSTITUTIONS AND BODIES

Article III-1 The Union's institutions
1. The Union shall have an institutional framework which shall aim to:
-promote it's values
-advance it's objectives
-serve its interests, those of its citizens and those of the Member States
-ensure the consistancy, effectiveness and continuity of its policies and actions

This institutional framework comprises:
-The Council of the Ardan Union
-The Court of Justice of the Ardan Union
-The Ardan Central Bank
2. Each institution shall act within the limits of the powers conferred on it in the Constitution, and in comformity with the procedures and set out in it. The institutions shall practice mutual sincere cooperation.

Article III-2 The Council of the Ardan Union
1. The Council shall provide the Union with the neccesary impetus for it's development and shall define the general ploitical directions and priorities thereof. It shall exercise legislative functions and power.
2.The Council of the Ardan Union shall consist of the Heads of State or Government of the Member States, together with the Prime Minister.
3.The Council shall meet quarterly convened by its Prime Minister. When the agenda so requires, the members of the Council may decide to be assisted by a minister. When the situation so requires, the Prime Miister shall convene a special meeting of the Council of the Ardan Union.
4. Except when the COnstitution provides otherwise, desicions of the Council shall be taken in consensus.

Article III-3 The Prime Minister of the Ardan Union
1. The Council shall decide on consensus what country the next Prime Minister will be elected from. Then the citizens of the Union shall elect the Prime Minister among all qualified candidates. The Prime Minister can only be elected once.
2. The Prime Minister of the Ardan Union: (a) shall chair it and drive forward its work.; (b) shall endeaver to facilitate cohesion and consensus with in the Council. The Prime Minister shall at his/her level and in that capacity ensure the external represenation of the Ardan Union.
3. The Prime Minister of the Ardan Union shall not hold a national office until their term has ended

Article III-4 The Court of Justice of the Ardan Union
1. The Court of Justice will uphold the laws of the Union based on the Constitution. The Court of Justice will be a panal of judges, one from each Member State.

Article III-5 The Ardan Central Bank
1. The Ardan Central Bank, together with the national banks, shall conduct the monetary policy of the Union

Artile III-6 The Ardan Supreme Command
1. The Ardan Supreme Command is the highest station in the Ardan Defense Forces. It will be made up of a panel of the highest ranking officers in the Member States' military. Three will represent each Member State: a general or field marshal, an air marshal, and an admiral.
2. The Ardan Supreme Command will coordinate the efforts of the combined Ardan Defense Forces.

Article I-5 is an article that we will further discuss. Basiclly its the AUs symbols, capital, and flag. We need to decide where the capital is going to be, and what the flag will look like. I'm suggesting a flag similiar to the RL EU. Blue background and four stars (more stars will be added later.) Also I feel that we need to fully inigrate our militaries together into one. Like take our best weapons and equipment and then we decide which equipment and weapons we are going to keep and then we as a whole will build a powerful military.

Or maybe we could go the same way as Pax Imperium, and contribute some forces to a single military without having the entire thing made into a single one."

Alright, we can figure out how many soldiers we will commit to the AU Defense Forces. I am interested in AU Battlegroups, like what the EU has. Like we have separate control of our various naval forces but they travel with the warships of other AU nations. Basiclly multinational fleets patroling the AU waters. Kinda like a first line of defense. I'll agree with the you on the single AU military. But it never hurt ask. We can also act as peacekeepers. Here's my design of the AU flag.

I feel that a single military would also cause too many problems given the differing natures of our nations. A join co-operative force however is an excellent idea as well as an officer exchange program so that we can learn from the strengths of our various armies.

Canada will sign the constitution. Alright as of this moment, the Ardan Union is created. This summit is closed and I will create a Council of the Ardan Union in the Treaty's area, so we can elect a Prime Minister and begin our first orders of business.

yeah I sent him a message asking him if he wanted to join, but he never sent me a message back. I actually want all the Ardan nations in this union and if Elu wants to join he can send me a message and since I was just recently nominated as the Prime Minister of the AU, I will bring it before the Council and we will vote.
