Also, all cabbage farms must immediately throw away their current crop and replace it with inferior lettuce. Any farm growing cabbage will be burnt (after the hostage cabbages are removed) and all the workers will summarily be shot. In the face. Twice.

Well... growing the cabbage gets them paid. HARVESTING gets them shot. All cabbage farms are now owned by the government.
