IPO Definition paper

This paper is a proposal brought before all member nations of IPO
This paper is far from finished. it serves as a outline and foundation to answer the following questions.

What is IPO

What goals does IPO have

What gain does it give

How does it work

I ask all members to be creative and add towards this.
If you have a point of critique state it and if possible the solution to it.

On the goals of IPO
It is the goal of this organization to promote peace amongst nations.
It is not the goal of this organization to enforce peace as it must be understood that a forced peace will not last.

The IPO understands that the contrary of peace is war and that war springs forth from many sources.

It is the goal of IPO to assist all nations in analyzing theses sources and working to remove them.

It is the goal of this organization to serve as a platform to dissolve conflicts in a civilized manner without resorting to agression.

It is the goal of this organization to serve as a plattform to assist nations in conflict to find peaceful solutions and assist them in ending those conflicts.

To these ends the IPO will serve as a neutral advisor.
It will give advise and create contacts between warring factions that are unable to establish such contacts by their own thus assisting them to break the chokehold of war.


Status of  persons within IPO

Members
Members are those nations that have joined IPO to directly work towards peace and are willing to contribute towards this goal in whatever way they realistically can.
Realistically is defined as those nations may add to funds and assist IPO in a way that shall not endanger there economy.

Representatives
This position is taken by those countrys who are not members of IPO.
They may bring forward questions and state their issues regarding IPO decissions and objectives.
They may  present an issue to be voted on.
Representatives may also be called before a IPO tribunal to represent their country either as defendant or as litigator.

Observers
Observers may sit in on any IPO session. There function is twofold.
First observers may b report to their governments as to aid them in the decision wether they should join IPO or not.
Second may be present to generally inform their government about IPO actions as to keep this organisation transparent to non member nations.

Non-members
All nations that are not signed members to IPO
They may either send observers or representatives or both.
No member, including the Administrator, can take actions alone that affect other nations without an IPO Vote.



Dutys and limits of the administrator
The administrator holds no power over the delegacy nor IPO as such.He can guide humanitarian aid and funds if necessary, and will be able, because he's elected, to remind the objectives assigned during the administrative period.
He can neither deny a delegate to speak or eject nations out of IPO without a vote by the delegacy.
He can however moderate any discussions and can bring up votes to certain issues.


Diplomacy Bureau, chain of command

The head of IPO is the administrator.

Below administration are the  delegates of member nations.

Welcome to the Diplomacy Bureau.

Human Rights Chairman
* Júlio Cardoso (ND)

It is the duty of this office to investigate human rights violations and assist the international court in cases of such violations.
It will also assist nation in adapting these rights to their govermental and juridictional systems.

Peace-Keeper Force Chairman
* Fernando Afonso (ND)
IPO Observers
* Team Chairman: Mister Jhon Chipahua (Terrangar)
* Antoine de Bruni D'Entrecasteaux (Varkour)
* Carlos Vargos (ND)
* Eucratides XXI (CF)
* Myria Sera (Fenexia)

This office puts forward investigations of war-crimes as well as establish an information base for the IPO assembly on the situation in coutries that have requested assistance by IPO or wish to have IPO peacekeepers stationed.
The IPO observers are attached to this office and deployed trough it.

International Center for Disease Studies and Control Chairman
* Strabo II (CF) & Dr. Heather Zeek (Bohemia)

This office is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.
In the 21st century, health is a shared responsibility, involving equitable access to essential care and collective defence against transnational threats.

Economic Development Coordinator
* Jollin Cheng (Loyan)
Cultural Coordinator
* Lien Zhen (Loyan)
International Atomic Energy Council Chairman

Humanitarian Operations Chairman
* Bruno Faria (ND)

This office coordinates disaster relief and aid in cases of natural and man made disasters.
It assists non govermental organizations in cooperating with the local governments and administrations on the political level and with each other. It provides assistamnce to gouvenments in formulating disaster control and prevention plans.
It is responsible for all humanitarian work and creates, coordinates and supervises projects of humanitarian aid.

But why? They are representing their country because it was their choice to communicate directly with IPO or they were called upon this Organization, to be part of an IPO event, such as a ratification or court trial.

Just saw you did included the Administrator:

The change in Observers was that the position is now defined in how it works and I added representatives to solve the problem with nations that do not want to join IPO but want to join the discussion.

However I have heard nothing IP or OOC from Rabarac and he so far was the only one to complain.

I will put the changes in and re post it.

Ivino Archan, a thin man who had the poise of a peacock with the laser-focus of a wolf on the hunt, was reviewing the latest notes he was receiving from other nations within the IPO from his new office in the Advocate Complex in Rabarac.  He had been appointed by Karina Dalma herself to speak for her to the IPO when her schedule could not allow it.  Now was such a time.  He read the lines...

I think by putting forward a vote he meant present an issue to be voted on.  If this is not the case, it should definitely be rectified.  If you want to vote, join.  If you just want to talk, stay out.

Update time.

It is far from complete but this is kind of an interim report.

I have left the status of observer in . the reasons are given under "Observer".

Ok, how about this:

Observers are exactly what Pach said: Observer status is for those nations that wish to take a look at IPO without committing themselves in any way yet. They can NOT participate in any discussions.

Representatives are delegates of non-member/observer nations who are allowed to participate in specific discussions, like Dysanii's delegation during the Canada/Dysanii peace talks.

Or is the same as what's already been said?  :P
