Representatives
This position is taken by those countries who are not members of IPO.
They may bring forward questions and state their issues regarding IPO decisions and objectives.
They may put forward a vote.
Representatives may also be called before a IPO tribunal to represent their country either as defendant or as litigator.
He made some notes on a pad, then typed a message to an aide within the IPO:
"While the Kathrian Conglomerate does believe that there should be such a status, the ability for a non-member to vote would simply be detrimental to your organization. Any nation which is not a full member has no vested interest in the fair treatment of the organization and could not, therefore, be trusted to act in accordance with the IPO's goals. The current resolution, in our opinion, does in fact grant far
too much power and sway to 'representatives.' Now, we are a non-member, so take this for what it's worth, but know that as a man who has worked in public administration, I see this as folly."
