yes, imagine an international criminal uses biological warfare against civilians, he will be asked to come to international court, he's a representative of himself (in this case) or the collective under his authority. An ambassador is also a representative, if in any case a non-member is asked to come to IPO to clear some things he becomes a representative, a good example would be the victory of bringing a representative of the Gelibolu colony to present them with the recognition of independence.
