Flood Hits Carcossa

Lake Halaani's waters have surged above sea level, the effects are assumed to be due to global warming melting what little ice caps reside on Uichi Ryan mountains, as well as an exceptionally wet week of storms. The rivers running into Carcossa have flooded, flooding countless crops and shanty towns and carrying homes, people, and chickens into the Uichi Ryan capital, destroying the lives over over two million farmers and workers. Hundreds of yachts have been stranded within Lake Halaani or carried out into the Easteros Sea, and waters have flooded the the lobbies and shops of the southern areas of the city.

Due to the cities massive population density, hundreds of thousands of people residing in sky rises are now trapped and unable to leave. The cities water levels are expected to return to normalcy within the week, but before that time several top humanitarian experts believe that close to two million people may starve within their homes as food supplies diminish, whether due to panic shopping or lack of access to grocery stores. City planners believe that the structural integrity of several poorly contructed buildings may not be able to withstand long-term water damage, and may collapse with their residents trapped inside.



Two large, poorly constructed high rises have also caught flame for unknown reasons. Residents within these structures find their elevators incapacitated, and the stairwells clogged with hundreds of people. Flames threaten to consume these stairwells, and immediate action is necessary. Currently the first 18 floors of each structure have been evactuated, but the remaining 22 and 20 respectively are believed to be unsavable. Fire teams have already responded by protecting neighboring structures, but triage centers for hundreds of burn victims are needed in an area which offers little dry land and waters too shallow for large boats.

Several top meteorologists have noted that the northern Easteros region is clustered with large sectors of unregulated heavy industry which cares little for environmental damage. This, combined with a massive nuclear war in the Loyalist-Saletsian region, is forcing envirnomentalists to fear long term damage has been inflicted upon northern Easteros and that events like these will continue to occur. They suggest that Carcossa should not only do what it can to save it's residents, but also take precautions against future disasters.

Prime Minister Black was at his home in Black tower when the flood struck the city. it seemed that a large residential area known to be as the ghetto of Carcossa was hoit the hardest being one of the lowest points in the city. from his top floor home he looked out at the havoc this was causing to his beloved city.

 crap what should i do? should i reach out for international help?

Due to the massive amount of aid to the current North Easteros crisis our forces are stretched thin.
We will however send the Fleet replenishment ships with two helicopters.
The crew is trained in sea rescue operations and the vessel has divers on board.
The helicopter pilots are capable of flying with external sling load.
We will divert a aircraft carrying supplies and a field hospital from our army to you as well as a team of dog handlers trained in finding trapped people.
The cargo also will hold several high power pumps.
We will supply sandbags and army engineering equipment.
Our Army Aviation will deploy 20 Mi-8 transport helicopters, generators and water filtration systems.

We are struggling to maintain a large refugee population within our nation, and our budget is stressed. However, as a member of the GEPR you will receive as much funding as humanly possible. State Naval forces are preparing to enter to send in Delfian-made vessels as well as Skjold to assist in search and rescue operations in Lake Halaani.  With the aide of fellow Eastian nations buisness went on as well as possible. the city was set up with relief tents of food. people who were stuck in their highhises were rescued by Marines from Xyrael. these people were transported to the Ivory Tower which offered to house them for free until the flood was sorted out. the buildings that were thought to be in danger of collapse were reinforced from the inside once all the water was removed from them. however one of these buildings still collapsed killing 20 construction workers who were attempting to save the home of their brethren. so during this incident a total of four buildings were lost however the lives of over one million Uichi ryans have been lost, the numbers are still climbing as bodies are fished out of Lake Haali. however the people who were swept away in their various boats seem to have come out more than alright, as all of them retained the ability to move their own vehicles. these people have joined the search for their countrymen and have reportedly save over seventy five lives at this time. however the flood has done damage other than just to the civillian population, over one third of the rice crops have been lost in the flooding. Prime Minister Black however has stated that this is not an issue as Uichi ryu has been preparing for such a loss after the example of jutensa and has enough rice stored to feed the nations needs for the next three years. it is currently estimated that a large amount of Uichi ryu's construction budget shall be used not on new projects this year but on repairing the damages to the areas harmed by this terrible flood. currently Prime Minister Black is attempting to call in some of the top structural engineers in  the world to help with a solution to prevent any repeats of the flood.
