The rivers running into Carcossa have flooded, flooding countless crops and shanty towns and carrying homes, people, and chickens into the Uichi Ryan capital, destroying the lives over over two million farmers and workers. Hundreds of yachts have been stranded within Lake Halaani or carried out into the Easteros Sea, and waters have flooded the the lobbies and shops of the southern areas of the city. Due to the cities massive population density, hundreds of thousands of people residing in sky rises are now trapped and unable to leave. The cities water levels are expected to return to normalcy within the week, but before that time several top humanitarian experts believe that close to two million people may starve within their homes as food supplies diminish, whether due to panic shopping or lack of access to grocery stores. City planners believe that the structural integrity of several poorly contructed buildings may not be able to withstand long-term water damage, and may collapse with their residents trapped inside. |

Residents within these structures find their elevators incapacitated, and the stairwells clogged with hundreds of people. Flames threaten to consume these stairwells, and immediate action is necessary. Currently the first 18 floors of each structure have been evactuated, but the remaining 22 and 20 respectively are believed to be unsavable. Fire teams have already responded by protecting neighboring structures, but triage centers for hundreds of burn victims are needed in an area which offers little dry land and waters too shallow for large boats. Several top meteorologists have noted that the northern Easteros region is clustered with large sectors of unregulated heavy industry which cares little for environmental damage. This, combined with a massive nuclear war in the Loyalist-Saletsian region, is forcing envirnomentalists to fear long term damage has been inflicted upon northern Easteros and that events like these will continue to occur. They suggest that Carcossa should not only do what it can to save it's residents, but also take precautions against future disasters. |

We are struggling to maintain a large refugee population within our nation, and our budget is stressed. However, as a member of the GEPR you will receive as much funding as humanly possible. State Naval forces are preparing to enter to send in Delfian-made vessels as well as Skjold to assist in search and rescue operations in Lake Halaani. Also, State Infantry will be sending 4 Marine Companies to assist in orderly evacuations of several buildings which may possibly collapse. They are undergoing emergency transfers, expect their arrival within 24 hours.
