Note: The Illuminate recognizes the Aemillian Free State as the only legitimate government of the former Dysanii state. As such, all authority claimed by Feniexian, Acadian, and Valhene state are viewed as illegitimate. Furthermore, the Illuminate believes that the demands and restrictions imposed upon the Dysanii people are too harsh, insofar as to give the Dysanii people themselves reason enough to warrant discontent and malevolence for the AC.

Three burgundy eyed Moacians deboarded a large plane which had arrived from a non-stop flight out of Xyrael. They were dressed in the finest Armani suits they could purchase, but skipped baggage claim and met with a man that held a small peice of paper with MK written on it. They boarded a small airport shuttle, escorted from a distance by two unmarked police cars as their vehicle took them to a provisional government building.

The driver politely opened the door, and the three men entered the front doors of the building, stopping at reception to look at the diminutive woman who stared blankly back at them.

"We are here to meet with a minister of your, um..." the man struggled to translate a word from his language into Inglish, and failed. Another chimed in with a less noticeable semitic accent, and the lady smiled.

"Miss, we're hear to speak with the Department of Defense, I'm sure they're expecting us."

Rachel regarded the men with curiosity; it was not often a child of Dysanii saw such men so far away from distant Xyrael. She was unaccustomed to their features, right down to their eyes. Their deep burgundy eyes. A quick shiver passed through her as she busied herself with their query. "Yes, let me check for you." She lightly tapped on her keyboard and studied the monitor with a little more intensity than usual. "You must be the gentlemen from MoaciaKorp. If you'll bear with me one moment please."

The receptionist picked up the receiver to her telephone and muttered some indistinguishable words into it. Some muffled sounds came from the other end and she hastily placed it back down. "The Minister for Defence is expecting you. If you'd like to proceed through that door," She gestured to a large oak door adorned with brass furnishings, "An officer will escort you to the Minister's office."

Jalal smiled as the woman pointed to the door, she was rather attractive in his eyes. Jalal ignored his own thoughts as he looked to the large, overly decorated door. Unsure what to think as he passed through it, he glanced at Dawud with a quizzical look. Dawud merely shrugged his shoulders.

"Right this way, sirs," a man politely genuflected before the MoaciaKorp representatives, guiding them down a hallway past a series of offices until they reached the large corner office. Knocking four times, the door quickly opened and the Minister of Defense quickly smile as he saw the three men.

After a few brief introductions, Jalal spoke more directly to the Minister of Defense, disregarding further pleasantries. "Minister," he spoke Inglish quite well, albeit with an accent, "as you know, we are representatives of MoaciaKorp. Now, MoaciaKorp understands the... predicament that Dysanii is going through. Factions are trying to rip your country apart, and foreign powers are stealing your homeland. The Emperor himself wished me to express his concerns." Jalal opened his briefcase, handing a small letter to the Minister of Defense. On the letter was addressed 'To: Dysanii Minister of Finance'.

"Yes, yes, I understand you are not the Minister of Finance. Open the note anyways," Jalal spoke quite eagerly.

The Minister shifted through his desk for a letter opener and cut through the paper, unfolding the letter within. Shifting through the meat of the text, he realized that this letter was a promissary note for a loan.

"How much am I looking at?" the Minister asked Jalal.

Jalal shrugged innocently, leaning forward and flipping to the second page without looking, as though he knew the document. Indeed, he was there when the document was written, he'd even suggested the amount.

A sum equivalent to $20,000,000,000.

The Ministers eyes reread the sum, then continued. The loan was superficially being given to help reconstruct the nation, but there was no clause limiting what it could pay for. It was, for all intents and purposes, a MoaciaKorp gift card should the Minister feel the need.

"Now, how can MoaciaKorp serve you, Minister?"

Minister Reed gave off a slow whistle before sliding the document into a draw in his desk. He pushed his glasses up the bridge of his nose and leaned forward, his hands clasped on the desktop. "Mr...Jalal," He looked hesitantly at the Moacian at his pronunciation, "Mr. Murphy has expressed his wishes, and I am here to carry out those wishes. We are in desperate need of trained soldiers, and a lot of them." He leaned back in his chair and gestured to Jalal as he eagerly said, "How many personnel can MoaciaKorp offer?" As an afterthought he added more glommily, "And what will it cost?"

Jalal shifted through his black briefcase a bit more and pulled another file out, listing what exactly MoaciaKorp could offer, as well as equipment, logistics details, requirements to station troops, and other necessities.

"Right now MoaciaKorp can provide you with 30,000 well trained and equipped soldiers. Though normally the cost would essentially rise with the scale of conflict, we do not want to dissuade you from doing business with us, obviously!" he joked, flipping through several pages to equipment. "I figure before I tell you the cost, you would be interested in exactly what we're offering. We're not only offering defense contractors, we're offering seven brigades of ex-military personnel fully equipped with the most advanced equipment available to MoaciaKorp. These include the illustrious Xyraeli STORM system, as well as full combat intelligence support, airborne insertion capability, air defense equipment, electronic warfare, anti-vehicular support, everything you need for whatever you need." Jalal spoke rather quickly, but clearly, as he flipped to the next page which detailed a large number of armour and vehicles.

"In addition, we're offering you the use of our IFV's. They'll come at a flat rate with the defense contractors. The entire STORM system will be linked to MoaciaKorp Intelligence Satellites, provided you give us the proper rights we need to observe any combat situation these soldiers may participate in on your soil. They'll be able to track hostile movements and eliminate threats before they becoming obvious."

"I know thirty thousand contractors may not be enough considering the circumstances you're facing in occupied Dysanii," Jalal continued, "but I have guarantees that MoaciaKorp will have a further eighty thousand defense contractors ready within three months. Now, I've told you the combat personnel we can provide..." Jalal turned the folder in front of the Minister and flipped to the first few pages of the document. "We're also offering full logistical support for your entire military, at no cost. I'm not necessarily privvy to giving you the details of who wishes to pay for these, but let's just say that a third party has taken interest."

Jalal pushed the folder back to the Minister, still leaning forward. "You're looking at approximately fourty million per year per brigade for the original contractors, and ten million per brigade for the additional eighty thousand contractors. The total would be approximately six hundred million. The payments do not need to be made up front, we have phased payment policies with low interest rates as well."

Reed nodded his approval at the paperwork. The offerings of MoaciaKorp could not have come at a better time. If Murphy was going to unite Dysanii, one-hundred-and-ten-thousand top Moacian soldiers was just what the state needed to bolster the Aemilian Army. In the interests of the nation he was prepared to pay heavily; luckily, or maybe not he wondered, the large loan from the Illuminate would cover the costs of Xyraeli mercenaries. Undoubtedly the debt would have to be re-payed to the masters of Xyrael sooner or later, but those were politics for Murphy, and his number one priority was putting a well-trained and numerous force on the Dysanii mainland. He clasped his hands to his mouth before removing them again. "That sounds reasonable. As soon as the loan goes through," He tapped the desk draw, "I can make six-hundred-million dollars available, up-front."

"Excellent, is there a preferable method for bringing the contractors to the Free State that you prefer? We can have the first seven brigades flown in within the month, two more months and we'll ship out more contractors for you." The Moacian felt that the conversation was nearing a close, so he closed his briefcase. He wasn't in any hurry to leave, though, quite contrarily he'd like to visit a Dysanii pub. But business is business, and there's always someplace new to be.

"Is there anything else I can help you with, Minister?" Jalal asked politely.

The Minister for Defence clicked his tongue. "Yes, yes, have the initial seven brigades flown in to Aemilius. Then we can organize them and implement them in to our military operations in conjunction with our own native forces." He then thought of operations elsewhere, and added, "As for the other brigades, we may be able to have them sent straight to the mainland." He picked up his ink pen and quickly scribbled something down on a notepad. He raised himself and shook the hands of each of the Moacians, "It was a real pleasure doing business with you gentlemen. I eagerly anticipate the arrival of the first brigades."
