If the legal repercussions, penalty fees for parents, school work for the involved students, or whatever SHOULD come out of this was as much publicized as the fact of making a bus driver frustrated to be point of crying, something good could come out of this. This kids need to know in society they cannot do this, they have to learn consequences, and also their parents as their responsible guiders. I'd sure make my kid do chores to the bus driver and reprehend him to an extent he would feel the urge to stop other kids from doing this kind of sh*t.
*Monitor, not driver.
