Well, I'm not Shaq, but I believe we need much more control over the founder nation.  That needs to be held under lock and key even from the Delegate.  Much like the US President cannot declare war without the Senate's approval, our Delegate should not be able to take control of the founder nation for any reason without express (if not unanimous) Senate approval.
