First of all, welcome to Taijitu! Nice to see you here. I am Funkadelia, Taijitu Minister of Community. I'm sure other members of the region will also introduce themselves to you. Second, to found a party, this is the best place to visit: http://forum.taijitu.org/civic-center/political-party-registration/ , however I personally reccommend that you join an already existing party, unless there is no party that corresponds with your beliefs.

Once again, welcome to Taijitu. I hope to see you here for a long time  ;)

I see Funkadelia has already pointed you to the party registration thread, just before you go there you'll have to apply for citizenship here if you haven't already, which is quite simple.
