Goals:

Parameters:
-This is an independent private non-profiting organization, cannot be associated with any military or national organizations beside the national divisions of the same organization.
-Donation of rations, equipment or money are at all times accepted from individuals or collectives, creating a fund for the White Heart Committee.
-Respect the neutrality of this organization, if in war theaters, no White Heart shall be target of fire of any kind.
-No White Heart shall carry a weapon, and they will never discriminate any side of a war.
-White Hearts shall have access to a national health care system in case of emergency.
-Suggesting that signing entities should comply for donation and promoting it.
-Establish White Heart Committee stationary buildings in national soil.

Principles of the Committee:
-monitor compliance of warring parties with the Boyengrado Convention
-organize nursing and care for those who are wounded on the battlefield
-supervise the treatment of prisoners of war and make confidential interventions with detaining authorities
-help with the search for missing persons in an armed conflict (tracing service)
-organize protection and care for civil populations
-act as a neutral intermediary between warring parties

We had planned to turn our Disaster Relief Office into a independent organization, the International Humanitarian Aid Organization.
We suggest to combine both organizations and extend the White Heart operations to disaster relief.
The following is the outline as originally proposed to our government by the organization's planers.

Goals
To assist any nation in natural or man made disasters that can not be handled by that nation alone.
The organization will only grant support and assistance but will not fully carry the load of disaster relief and reconstruction.
Aid will be given equally to member and non-member nations.
The organization supplies aid independent from race, religion and political system.
We will also assist nations in creating and organizing their own governmental or NGO disaster relief organizations specific to their requirements.

That is the reason why I made my own tracker and keep track of my budget with it.

The Incorporated States of Brikenn in accordance with our involvement with Terrangars relief efforts we are going to lend you 4,000 reserve Military personal to help in you efforts. We will also offer to use some of our navy in your operations and are willing to build ships at discounted prices. We hope that the White Heart Effort be one that may help others. Depending on what you want our troops will come fully combat ready. This can be downgraded to peacekeeper level. It is up to you what level of combat readiness you want our aid-troops at.

I am sorry to inform the Incorporated States of Briken, but we cannot accept military aid of any kind. And we cannot buy vehicles for now, most of our funds are being used to buy medical materials and equipment, also paying the transport, care and rations of our White Hearts. Although your forces are free to cooperation with the White Hearts in any way, but White Heart is an independent organization and cannot be associated with any kind of military units. If you have men willing to join our cause, we are in need of manpower, but they will have to seize their service in the military.

As it stands now, the Collosean Federation refuses to comply.

Can you please be more clear; does this apply to civilians only or civilians AND combatants? During times of war, we would not sit well with an organization healing and protecting the enemy combatants so that they could return to the field to fight us and kill more of our own people.

Even if this only applied to civilians, we still have a problem with this line:
"* there should be fire seize after intense fighting for a couple of hours to let the White Hearts evacuate the dead."
We refuse to allow the enemy the chance to regroup during a battle. Battles never last forever, the White Hearts could enter AFTER it's over, but not during.


A problem we forsee is that in asymetrical warfare, where insurgents and rebels don't where uniforms and mesh with the civilian population, enemy combatants could be mistaken for a civilians. This however is something we could look over, if the other complaint is responded to.

The soldiers we will lend to you not under our banner. We will want them back when operations are done. We will be sending the said amount. They will not be armed. As for the ships we are willing to ship them to you free of charge until you can send payment.
