looks good to me. I do no know if and when the succession line will be an issue, but codifying it can be useful. As for the functionality of the vd / speaker assuming the del office if necessary, I support that, since the current system causes precious time to be lost and risks to make such a SDE look ridiculous in terms of continuity and length.
