Yea, that makes sense.  I would not object to a post limit requirement, even something like 5 or 10 quality posts.  It would weed out a lot of spammers and trolls.

I don't think that the quality needs to be explicitly specified. It may also be better to phrase it in terms of content rather than quality (some better way of saying 'substantive'). Though I can't imagine the rule ever being used to exclude anyone.

Perhaps a certain number of posts with actual content (maybe 5?) outside of the games (the one with last to post wins, etc.).

Would the person who approves citizenship requests (the new government's analogue of Citizen-Initiator) make the decision regarding quality of posts?

Attempting to judge the quality of posts can easily make this a mess.

What would be the goal of post/activity requirements? While it may sound obvious, I mean the question seriously. Set the bar low enough, and it serves no real purpose (the activity-requirement discussion often surfaces from concerns about outsiders' influence in the region - if that is the concern here, keep in mind that those wishing to have such influence will have little trouble meeting the minimum requirements). Set the bar too high and you are disenfranchising players who are interested and committed to Taijitu, but simply have less time to commit to an online game than we do.

wow 4 posts trying to qualify posts. The obvious answer is what wast already said, it has to do with the location this posts are in, "outside of games" sounds about as much quality as we need but then again, why would we want quality posts? For 10 posts? If people don't know what they're getting into why would they fabricate 10 posts? If you make Ecclesia attendance necessary for citizenship then it would limit the quality already, you wouldn't need posts (prior) to become a "senator" but you'd need posts to continue to be one. After all, there's nothing else we need citizenship for than to participate on the legislative process.

RP or NSGP should not be compulsory.

OK, I think the discussion is getting a bit too off-topic (another poll about this would be great!).

Back to the subject: do you think having a NS nation should be required?  I personally think not; it does limit our pool of citizens substantially.

With regard to post counts: They help to keep the citizen list reasonable (I approved a few citizens with a single post that then disappeared without posting anything, which was probably a mistake).

With regard to the actual topic: I don't think requiring an NS nation reduces our 'pool of citizens' significantly. There is very little effort involved, so it's at worst a very minor nuisance - and it provides a very small first step towards things like RP. However artificial it may seem, NS nations are a piece of Taijitu's identity. As long as people want to continue to require an NS nation (which the poll suggests), it should stay.
