Propaganda Office

As suggested by Delfos in the Community Office thread, I propose that we immediately adopt his idea and create a Propaganda Office. 

The Propaganda Office would be responsible for the management of state media, the regulation of 'private media' (aka banning it) and the dissemination of government information. I am sure that we would be able to create a complex system that allows the Minister to easily telegram all members of the region.

This combined with dispatches, NS ++ newspaper advertisements, and posting them to the GP embassy could be hugely beneficial to taijitu.

I propose that the office be called Propaganda Office, with the title of Citizen-Propaganda. Appointed by the Delegate, not elected independently.
