we like making things official and part of law.

We like legislating when it's necessary to do so. But we also like to avoid overlegislating. I agree with Allama - I don't see why theme week needs to be a law since it's already within the scope of the Liaison's power.

If anything, empowering the Liaison/etc. to organize community events without approval of the Ecclesia encourages activity by that office.
I can see the point about over-legislating yet I do not agree that organizing events without the approval of the Ecclesia encourages my office to be active. Our most active work so far has been the upcoming Garden Party which was given unto my responsibility via the Ecclesia. I suppose I could try and figure out a system of community feedback and voting on such outside the legislature.

My thought is that using power sets an example; it establishes that the Liaison is empowered to act without approval from the Ecclesia to create community activities. What I want to avoid is setting a precedent that the Liaison needs to seek approval from the Ecclesia for anything significant. It's fair to say that passing a theme week law is harmless in this respect, so I'm not so much averse to the law itself as wary of the broader implications of its principles.

My suggestion would be to run the first theme week without passing a law and then revisit the issue later.

I'm in favor of theme weeks, but I agree that we don't need a law for it. This is the same kind of thing as citizen-diplomats creating and releasing a foreign update without prior approval from the Ecclesia, or the Citizen-Sergeant authorizing a liberation attempt without prior approval. They're already legally empowered to do that, and the Citizen-Liaison is already legally empowered to maintain community activity which this falls under.
