Having supervised private militias seems to be the best compromise, and nicely disentangles most of NS gameplay from the government while still allowing it [the militia] to function. But 'supervision' entails imposing certain guidelines by which the militias must abide, which amounts to imposing at least a basic ideology (on raiding or not raiding, etc.). So the private militia setup may not be that different from a single sovereigntist militia in the end, except for its legal distinction as 'private'.
