Eluvatar almost certainly has a nuclear industry.

There would have been some small accidents in the beginning of the nuclear industry in Eluvatar, but probably no major calamities.

I'm thinking on July 2nd, 1961, a uranium cartridge in one of Eluvatar's older plutonium production reactors in Bennland catches fire, eventually catching eleven tons of Uranium on fire and releasing a quanitity of radioactive iodine, caesium, and xenon which is estimated to have led to an additional 230 cancer cases in and around Eluvatar. A review of the incident showed that the installation of filters in the air-cooling chimneys, nicknamed "Gepein's folly" by the staff, was responsible for preventing a much greater release of radioactive isotopes into the air.

Eluvatar continues to operate nuclear reactors to the 'present' day.

Please plan here if you want to RP in Geioshu/Delfingrado.

Negotiations with foreign companies are pertinent in Chapter 2 Part 1. Even if I do RP ahead, you can always RP in part 1, plan here.

You may want to try to sell in Delfingrado both the building and the dismantling of nuclear facilities. It is possible maybe later after this RP that Honto tries to build a new nuclear power plant just like the Japanese Government is doing, backstabbing what they promised, but either way, it's not something for this Geioshu RP specifically.

Meetings in Delfingrado will have 3 levels:
The most common meetings will happen between the Energy Council of Ministers (or Energy Council for short) that represent the ministries of all New Delfos and energy companies from anywhere in Taijitu.
There will be the Council of Ministers themselves, and then there is the Council of New Delfos. Mind when you're in Delfingrado, you're meeting with everybody from all over New Delfos, not just Geioshu (an island)/Honto (a region/state).

Mind Geioshu (local) government made a deal with Denryoku Energy Company but that means NOTHING to the Honto (regional) Government (it should), later they will claim the Council of Ministers or any other central (national) government made pressure on them to accept the most economically sound proposal. So pressure away :P

Negotiations between energy companies and the government, yes you should RP on that other topic. Part 1 of the second chapter is all about those negotiations and whichever pre-agreement or decision is made about the Geioshu Power Plant's phase-out. Since youre first post is not a direct negotiation, it's ok. I reserved Chapter 1 for story building.

The other parts of the RP are more ethnographic and are less pertinent for relationship with foreign energy companies. If you do want to RP on the other parts as well go ahead. There's plenty of things to RP about, anti-nuclear movement, politics, normal folk living in Geioshu.

Ok this will take some time to explain. You have already contacted and been contacted about the nuclear plant, your company already has been selected for a hearing and project presentation, and your company will have a hearing with the Energy Council, go right ahead and RP the hearing here (link), but I suggest you read this awfully long explanation. This is a council of "energy" ministers of the different regions of New Delfos which can be perceived as a federation-like union of states which became 5 regions (5 ministers):

Airanzu Minister of Energy is Minister Kawasaki - he will try to favor Denryoku Energy Company but will ultimately go for a consensus option together with Delpho.
Boyen Minister Gurevich - has strong ties in Sbbasburg, he'll go for the cheapest and fastest approach.
Kazjko Minister Uzakbai Karabalin - This guys barely care.
Mahara  Minister Hamid Chitchian - Mahara's Light is one of the strongest Energy Companies in New Delfos, this Minister is pretty much paid to defend Mahara's Light.
Delpho Minister Esteves - will go for the cheapest approach.

Later on, after the hearings, that part of the RP will focus on the Parliamentary Energy Commission. The Energy Council will present the conclusion of the hearings to the parliament (a "What needs to be done" document), the Parliamentary Energy Commission will then meet to discuss changes or approval, specially parameters of the project - and this is another place for your involvement bc your company can skew the parameters in their favor. This parliament is like the European Union parliament, each elected Member and nominated for the Energy Commission will have consultants which and, disregarding conflict of interests, the consultants are paid by large companies (or have direct ties with said companies) to sell their fish so the members of parliament defend business. Your Company can try to buy their way in, we will discuss this further after the hearings. The Parliament vote will determine the parameters of the project, in other words, the project will be molded to be awarded to a specific company - cashing :2c:.

Denryoku Energy Company has a "safe" entombment and long conversion plan, it's certainly not the cheapest and certainly not the fastest, but they can guarantee many things that matter, such as alternative fuel/green energy projects in Ryoshi Island (where Gyoson and Geioshu are) and convert the work force.

Mahara's Light will do everything to get this project, they have the money, the experts, and they want to set foot in Denryoku's backyard, so they are prepared to make it cheap and shiny, but likely not as cheap as foreign companies.

Anyway, taking that in mind, you're going to defend a project to the Energy Council they will have their consultants and/or Ministry staff so about 5x3 people in the room but the hearing is not public, they can have multiple options, you may opt to focus only on the phase-out program, only part of it where you make agreements with other companies, the matter here is that you defend there should be a specific project/program that your company is the best equipped to deal with. Have at it, talk about phase-outs in your country if you want to build your own history here, it's problems, what fixed them, what are the long-term maintenance arrangements your company does, whatever you want.
