Just wanted to throw this idea out there to see what, if anything, people think or feel about this.

Looking to revive the Kallisti Group.  A secret society created and backed by select members in the Allied States to provide (taxed, restricted, banned, etc) goods and services in regulated economies.  Think Illuminati and Black Market having a baby.  I started writing a draft on a summary of its history, from creation (early 1800s?) to today (2015).

How many have free trade between nations?  Open markets?  How many nations have regulated economies?  What goods and/or services are taxed, restricted, banned, etc in your nation?

An interesting way to do this would be to follow the Group's interactions with local organized crime, who would probably chafe at the idea of newcomers biting at their profits. The Direships have intimate ties with local organized crime, and there's the Ilium Mob in Eluvatar; I haven't thought on Myrorian organized crime much but I imagine it's violently hostile to foreigners and in bed with the Houses.

Admittedly I haven't thought much on what's illegal in Myroria so much as what's legal; that being said, I imagine in the modern era there would be money to be had in underground gambling, away from police interference, and the sale of hard drugs. Marijuana and Zuavka would almost surely be legal; but the latter would be tightly taxed and controlled. If someone was stubborn enough, I think they could make money off that. I imagine, though, that Ozian organized crime tightly controls the distribution of underground Zuavka in Myroria.

Extortion rings are a good way for new mafias to get started anywhere, so long as they have the manpower to hold their ground when neighboring mobs come to exact revenge. The Ilium Mob probably modestly increases in its fortunes after the election of Peté Tar-Ilium, Baron of Ilium and someone with rumored, though unsubstantiated, ties to organized crime.

Realistically, I see the Group fighting hard for success in Myrorian cities, and gaining it, but finding it very hard to expand their network into the rural areas, besides maybe methamphetamine trafficking. I'm very open to that changing though, so long as the story is good. If the Group becomes a big enough threat to public safety - whether it be through drug trafficking, human trafficking, or widespread murder - the government will likely direct its anger towards the Bustian government, which it would likely see as enabling the Group by its noninterference.

Ah.  Their aim wouldn't be takeovers inside countries but it instead facilitate getting restricted goods into them.

For example, say certain restricted Bustian/Myrorian/Ozain goods are in demand in Eluvatar.  The Kallisti Group uses its resources to facilitate the entry of such goods and sells them to the Ilium Mob.  Working at local (national) level is too small for them.  They'd also do the same for any rival mobs of the Ilium or elsewhere, as long as they pay.  Exclusive distribution agreements could be worked out, in other words, RPed.  But for the time being, they buy from and sell to all.  They'd be the wholesalers, in some cases the producers, and in all cases, enablers.

On the note of noninterference, that can extended to any of your mobs buying our goods and trying to smuggle them in on their own.  Which I'd imagine happens a lot, considering everything is sold openly, causing such goods to be considerably cheaper than in countries where they are restricted, if not outright banned.  Just a thought.

Hmm, now that has me thinking.  Makes me wonder if there would be a need for the Kallisti Group then since local mobs would simply do their own groundwork, rather than "subcontract" the work to the Kallisti Group to ensure control of their own markets.

OH!....if the larger mob does their own groundwork (and they may not even), they'd supply the smaller, rival mobs who cant build their own smuggling network.  Definitely gives me more angles to work with.

, etc. I don't see this organization being viable. Nobody would opt to have a middle man.

Yeah, the Allied States would already be a place for organize crime to obtain goods.  They'd set up their own smuggling operations into their respective nations.  Members of the upper echelon, if not the head boss himself, would probably live in our country conducting the business.  No fear of arrest as they're doing nothing illegal within the Allied States.

Yeah, why would we even want to sponsor such a group only to risk us being implicated as an active facilitator of crime?  We're still selling the goods regardless

The Kallisti Group is reforming as the pharmaceutical conglomerate that produces the nations drugs, legal or otherwise (depending on your home country), in which all your organized crime would buy such products from within the Allied States.
