Notice that most of our polititians have double chairs on the government, for example, the regional presidents are also councilors on the supreme council.
1st, theres an ellection for regional president (majority required)
2nd, after a week, people vote for council presidency (majority required, 2nd most voted is ellected Vice-President), and for the House of Ministers (majority not required, only people with Star ellectoral card, that had a 2 weeks of instruction program, can vote for House of Ministers. In that educational program they learn a bit of the future ministers, also theire vocation and Curriculum)
