In the year 1953 13 small Nations United by the declarations of the Article of Confederations to secure their borders against those who would move against them. By this Documentation a Federation of these thirteen united States was formed giving rise to the United Federation of States.
While now united in name these thirteen states are still very independent. The General Assembly is the only Federal Government that is allowed by the Articles of Confederation, it being where states debate and vote on how the small amount of funds that each state gives shall be allotted and to decide on matters that effect every member of of the Federation.
The seats in the General Assembly is allotted by a census that takes place every 10 years (the first took place in 1955, every 10 after that date) where each States gets seats equal to the percentage of the general population that they have times 4. This leads to the General Assembly having 400 seats that can change in amount every 10 years.
The Articles of Confederation do give allowance for the Creation of a Federal Police force and Military force as well as some other organizations but all of these are much less funded and powerful then their State run Counter parts.
Each of the 13 States has its own military branch, Legal Codes and laws. The Only unification are a small list of laws, currency and passport. Though the passports do declare what state they are a citizen of.
