The Nation of Jutensa

Climate: A coastal nation, Jutensa has a varied climate.  The Western coastal plains are fairly flat and receive fair amounts of rain from oceanic weather patterns, giving rise to slightly arid hilly country in the center of the nation, and finally shooting up into a dramatic mountain range in the East that receives much rain that tends to quickly drain into lakes in mountainside crannies or foothill valleys.

History: After several centuries of in-fighting and political sabotage, the current government of Jutensa has been in place for 64 years and has grown strong by being legitimized by the acceptance of the people.  It’s economy has recently begun to stabilize, allowing the nation to begin the rise to international prominence.

Government: The government consists of a representative democracy wherein laws are enacted by the Parliament and, in some cases, by a direct vote in which all citizens over the age of 19 may participate.  The Parliament consists of 100 members and is elected by proportional representation, where in a certain percentage of the votes for a political party equal the number of seats that party holds.

A second election is held 30 days later, wherein all members of each party may vote for the delegates they wish to appoint to the legislature.  Citizens changing party affiliation during the 30-day period between elections may not vote for their new party’s delegates, but may do so for the delegates of their former party.  A legislator’s term is 5 years in length and no delegate may serve for over 15 years.  In the case of a delegate stepping down, being unable to continue serving, or found in court to have failed to live up to the responsibilities his or her post, an Emergency Election will take place between six and nine days after the post becoming vacant, the date of which is to be announced within 24 hours.

The third and final appointment election is for the office of Parliament Speaker, the closest thing to an executive branch Jutensa has established thus far.  30 days after the appointment of legislative delegates, all citizens may vote for the delegate they wish to see in that role.  The delegate with the highest percentage of the votes becomes the Speaker and the delegate with the second-highest percentage becomes the Vice Speaker.  A Speaker's term continues for the duration of the term for which the delegate was elected and no Speaker may serve as such for more than one term.  In the case of a Speaker stepping down, being unable to continue serving, or found in court to have failed to live up to the responsibilities his or her post the Vice Speaker is to be sworn in as the replacement immediately.

Jutensa is known for its socialist tendencies, with many laws having been put into place to keep businesses in check and promote the highest social welfare for all citizens.  All utilities and many industries (including health care, fishing, farming, and many production-related industries) are owned and run by the government, though private industry still holds a healthy share of the market.

Races and Languages

Number of races in your nation: There is 1 “majority” race and 4 “significant minority” races, as well as an almost innumerable group of races whose portion of the population is below 1%.

Races: Chinese (74.1 million), Arabic (12.4 million), Japanese (7.9 million), African (5.2 million), Italian (2.8 million)

Population: 102.4 million in the last census

Social: Jutensans are, overall, a conglomeration of understanding people who prefer diplomacy to militant action.  This attitude is necessary given the culturally diverse nature of the populace.  Education is prized very highly, and all citizens are expected to complete 14 years of formal schooling.

Religious: A number of belief sets have found their place in Jutensan culture, prominent among which are Zen Buddhism, Taoism, Christianity, Islam, Shinto, and Hinduism.  Most Jutensans profess to belong to a faith, but agnosticism and atheism are not uncommon.  There is no state religion.

Spoken Languages: English and Cantonese are recognized as “official” languages by the state and are both spoken fluently by approximately 97% of the population.  Small portions of the nation speak Mandarin, Arabic, Japanese, Afrikaans, or Italian as their primary language, though most speak one or both of the official languages as well.  Literacy is at 98.8% and rising, due to the nation’s high priority level for education.
