IPO Vote: International Scientific Body
« on: November 01, 2007, 01:58:41 PM »
The current administration saw with good eyes the projects that failed to be elected.
Although not a majority's will, certain interesting parts of those projects came to attention, and we think they should be applied by election.

Part extracted from:
Bohemian Project
Quote
to set up an international scientific body with the goal of eliminating many of the worlds deadliest diseases.

Hear hear!  Cantr will gladly collaborate with other nations to eliminate diseases.  Upon the creation of this society, however, we must define our priorities as to which diseases we will focus on curing.  AIDS, for example, would not be an intelligent first choice, given that it is not present in Taijitu at the moment.

we would like to give this society an informal name.

International Center for Disease Studies and Control

or ICDSC for short.

The Hanso Pharmaceutical Group would like to participate in a medicine council, even though we are not a sovereign state.

I actually think this idea won't work without networking with the private industry and universities.
We can not afford to invent the wheel anew every other day.
So I say we should take up Hanso's offer and that of other companies who would wish to assist us.
What do my colleagues say?

And they may take it away as well.

i say that's a responsibility of the new International Scientific Body/International Center for Disease Studies and Control (ICDSC) Chairman. This seat will be created when more than half of the member nations vote for the creation of this body. (which already did, but let it flow to Monday or so).

We will love to have the cooperation of Hanso Pharmaceutical Group with the ICDSC, but the matter will have to go through the new nominated Chairman.

Several questions:

1. Where will you get your fundings?
2. I assume that only signatories are required to put forward to this body, is that correct?
3. Will this International Peace Organization allow for military projects to be researched under the premise of scientific learning?
4. Who is to claim copyright, and if copies are to be made illegally how will they be punished?
5. Is the goal of this body purely to prevent diseases?
6. Will all inventions of this body be available on the common market at low prices to be attainable by even the most humble man? Or will these innovations be restricted?

ooc: Cantr, AIDS doesn't exist in Taijitu for several reasons. The primary being we have too many authoritarian governments who think they can solve diseases through mass killings.

1- That's a concern I'm going to appeal in my 2nd week of administration. But mostly they will work from donations and private groups as suggested by many. We even have a proposition from Hanso Group.

2- Yes, in fact we are already trying to settle the chairman and collective that will supervise and work in a close future.

3- If the responsible for those military projects give us access, yes why not? Anything to help mankind.

4- That will depend, maybe it will be better to discuss it with the new nominated chairman. But I would like that, if there's strict policy on copyrighting, companies would be forced to publish or distribute remedies in case of calamity.

5- To prevent maladies to mankind, of any kind. We will do our best to keep this IPO body clear from corruption to assure it's neutrality, but this body shall work with humanitarian operations division for support.

6- The work of this IPO division must not be for commercial use, or at least, not self profitable. Since we are a Peace Organization with humanitarian aid affiliation, some of the distribution might be free at the cost of any sponsoring or supporting group. This question is difficult to answer before establishing priorities mentioned in my 1st answer about funding issues.

Dr. Heather Zeek, potential chairman had the following to say:
"Bohemia is willing to donate a large amount of funding to this project. we are willing to set aside an island for the center itself so as to assure any possible catastrophe will not spread what we are attempting to prevent. and now for the other points.

1.so aside from Bohemia we will gain funding from private industry and any nation interested.

2. well yes we are not about to force anyone to do it, that is pointless.

3. depends on the project. if they are planning on creating a biological weapon then no. but if its to immunize their troops then yes. so as i said it is depending on the project.

4. all will be copyrighted by the institute but the copyrights will be given out in times of need or at other times when it could help to immunize the world to a disease.

5. to improve the health of the world through proper treatment, would be a better way of putting it.

6. it is my sincere hope to make available all beneficial inventions for the lowest possible price while still allowing there to be enough for it to be produced. so most drugs will be practicly free but medical machinery will be beyond the price of the common man.

i hopr that will suffice and make me an admirable choice for the position of chairman."

Frankly, I don't care why it's not in the region.  I care only that it isn't in the region.

Terrangar is willing to finance this project.
The university has expressed interest in assisting by offering access to their personal and facilities.
I agree with Dr. Zeek but wish to add the following suggestion.
We should give out the copyrights to the medical industry for a very low license fee thus reducing the cost.
This will however be coupled with the guarantee that in times of medical crisis industry would produce these medications for IPO at production cost without any profit.
The license  would  add some money to our research.
What is the view of my colleagues on this?
The power we hold comes from our citizens.

This vote already has more than half of the members. I guess it's time to go for the nomination of chairman.

The Illuminate will not be a member of this body, for several reasons:

1. The Illuminate believes that any military project, of any sort, to be researched by a Peace Organization is farcical. You may immunize the troops, but immunize them as citizens of their respective nations along with the rest of the citizenry, make no distinction between soldier and civilian. If soldiers come first, then what is the purpose?

2. The Illuminate believes that this body may orient itself according to presupposed IPO biases, albeit perhaps unknowingly. The Illuminate, after examining the thought processes of previous Administrators of the IPO, believes this body may be inclined to support factions instead of the global community, through acts like Winter Shield and the reclassification of the DSA. Whether these actions continue or not, the Illuminate will not participate until it is sure of this bodies total nuetrality.

3. If donations are voluntary, but distribution is universal, what benefit do donors have that receivers do not? If none, what is the point of donating? Kindness? The Illuminate feels that if kindness ran the world perhaps we should renounce our borders, sovereign rights to govern, and join in a global union. But we are not, and as such kindess is not enough to encourage the Illuminate to donate money.
I have become, again and again.

Not in my administration, and even before, I pressed the members for the repeal of such "acts", we successfully repealed the Winter Shield purpose, which was to protect a PI member, but in the other hand, i supported Winter Shield, because now we have a ready rapid reaction peace force. I hope any other member shall continue the neutralization factor, and my administration will not allow any body or person of this International Peace Organization to be giving privileges to a faction or singular entities.
