Canada/ Dysanii peace talks

The skies of Terrangar were alive with military aircraft.
Every single AWACS was airborne and even the Navy's destroyers scanned every cubic centimeter of airspace with their radars.
Dozens of fighter jets both from northern AND southern command were in the air.
All civilian traffic was diverted from the capitol to other airfields.
On the ground the entire first Para battalion – except those that were deployed at Delfos for training- had been put into action. Over 1,000 of the best and loyal police men were deployed to seal of the IPO complex.
Bomb squads scored the building and the surroundings.
Police officers were even deployed to the sewer system to keep them under observation.
All men had triple background checks run on them.
And there were others that kept to the shadows to ensure the safety of the delegates.
Even the hotel personal had been replaced with agents from the ISO.
The food and drinks were checked and there were snipers from police and military unit's on every roof within range of IPO HQ.

The airplane that took Lord Bryan Durham to Terranger had landed at the airport. He got out of the airplane flanked by eight Canadian soldiers with the new battle armor. They gave off a grim and hardened look, for they were pulled from the front-lines to protect the Canadian delegate. Armored trucks awaited the Canadians as they left the plane. The Terrangers opened the door of one truck and they got in. The truck took off for the IPO HQ where the peace talks would comence. Durham looked at a piece of paper given to him by Lord Protector Rommel It read "Never give an inch." The LP's famous saying. He planned not to give an inch. The truck stopped and Durham and his guards got out of the truck and walked up to the HQ where police searched them for explosives on them. None were on them. They walked into the conference hall and Durham sat down. He wasn't hungry or thirsty. He just wanted to get this conference going, so they could either end the war or continue on with it.

OOC: I'll assume my delegates have been transported.

IC:

Arthur O'Connor sat calmly opposite the Canadian delegate as Deputy Minister for Foreign Affairs for the Republic. The rest of the delegation consisted of General Rory Griffith and Frank Aiken, a Deputy Commissioner in an 'unfamiliar' administrative branch of the government. Behind them were an assortment of clerks and assistants busying themselves with preparatory tasks before the meeting began. 

They were not accompanied by any military protection force save the guards of the IPO HQ.

Barbed wire surrounded the grounds and water filled obstacles cut off the drive-ways.

“Honored delegates” he addressed the representatives of Canada and Dysanii.

I want to propose to place IPO peace keepers between your front lines to overview the seize-fire.
Also I would ask to allow neutral IPO states to look into the matter of the prison camps on both sides and write up reports on the status of those camps to be presented and reviewed by both sides.
First  Dysanii. Mister O'Connor your country is in the unfortunate position of being viewed by everyone as the offensive party in this conflict. And yet still no one seems to understand the reason for those actions.
Canada if knowledge serves me correct has never in the history of your nations attacked your country or threatened to attack it.
Maybe you could enlighten us to your reasons for this war."

Arthur nodded to the Administrator. "Firstly I should like to thank the IPO and Terranger for hosting these meetings. Let me make it clear that I represent the Republic on all decisions made here. I would also like to introduce General Griffith and Mr. Aiken," He motioned to the General and Deputy Commissioner seated either side of him, "Who are here to assist me in any official decision making by providing greater knowledge than I possess of their respective fields."

Addressing Talman Yar Arthur continued, "The positioning of a small peace keeping force along established 'lines' to enforce any conditions outlined before this meeting are welcomed. I also concur with international views of the war; I will not refute the fact that Dysanii is the aggressor. I am however not in a position to reveal why such an attack was launched." The General gave a short grunt of approval.

Durham slammed his fist on the table. "Enough of this nonsense! If you represent the Republic and all it's decisions, then you need to tell us why you Dannie bastards attacked my homeland! Tell me why the Republic decided that over one hundred thousand Canadians should lay dead in the snow, tell me why you thought it was neccesary to take innocent women and children, send them to death camps and leave their bodies to rot!  After it was the "Republic's" decision to attack, was it not?"

I must ask you Mr. O'Connor, are you aware that this will be entered in the protocol?
Dysanii accepts the position-as you call it- of aggressor?
Also i must say that what his Lordship said is right. If you represent the Republic than may I understand your refusal to answer as a decision of the Republic?"

Arthur ignored the blunt Canadian 'Lord'. He looked to his left, and found Frank looking at him sternly. After a moments pause he cleared his throat and he continued, "I retain the right to object to third party questions. If this is taken as a refusal of the Republic to answer the question, than by all means record it as such."

I ask you to understand that I have no intention to make this matter any worse by misunderstood wording.
Even so I must admit that these talks would be easier if we understood your reasons.
However to return to the problem at hand.
Dysanii has-as you stated yourself- attacked Canada. Now you ask for a peace.
May I inquire about the reasons for this?
Let us go over the demands of both sides to see if we can come any closer to a solution.
First there still is the Issue of the IPO request to send observers to the prison camps on both sides.
I must inform you that these reports may also enter as evidence should there be a court of law about war crimes. I must inform you Mr. O'Connor that several nations have petitioned for such a court."

Clasping his hands together Arthur replied, "Enough blood has been spilt I think all will agree. By the will of of the government those individuals mainly responsible for the invasion have been detained." Arthur quickly tilted his head uncomfortably, "Including my superior, the Minister for Foreign Affairs." A weak smile played across his face. "Now these war mongering elite nationalists have been dispelled from office the remainder of the Republic government is now able to communicate motions of peace and cooperation between our great nations."

One of the numerous clerks shuffled forwards and gave out three black folders to each member of the Dysaniian delegation. As Rory and Frank carefully examined the contents of these folders Arthur placed his pen lightly on his own folder and opened his palms in an open gesture, "Let us hear the Canadian demands and we'll see what can be done with them."

Durham calmed himself. This man was an ally, kinda. But if they were willing to here Canadian demands than he will make sure they are heard. He took out two pieces of paper and gave it to the Dysaniian representative and the IPO Administrator.

After reading the demands Arthur passed the paper to the two other delegates and pushed his glasses up his nose. "Lord Dur-" But before he could finish General Griffith piped up.
"The relinquishing of our nations territory is simply not an option! In our military position, i.e. total-fucking-command of your-" The General was also cut short by a light hand gesture from Frank. He leaned back in his seat and eyed the Canadian delegate.
"The government - nay, the people - would never accept such a thing. I think compromise is needed here." He picked up a pen and scribbled on the sheet of demands before sliding it back to Lord Durham.
