I just noticed on the citizen application thread that there seems to be quite a few applications that go back for a little bit that have not been accepted. Are you not currently taking citizen applications?

No, we are accepting, we just don't have an acting Citizen-Initiator to accept them. However, I just proposed a bill to deal with this kind of situation, so hang on to your seat!

We're still working on your application and you will be informed once your request for an application is approved for an interview to evaluate your application. Upon receiving a positive interview result you can continue your application, otherwise you can retry the process once more.

We still don't have an Initiator to accept them yet, but hopefully Dyr Nasad should take care of it.
