Irnotian Military Engineers moved into land gained by dealings for use as a military prison. The Engineers along with the Irnotian Workers that were imported began to build a 33 acre prison complex.
Bunkers and prison complexes under construction. Fences were built up. Generators were set up to start generating power.
As the construction moved on small divisions of Irnotian Military police forces were deployed along with Police Armored divisions and chopper divisions were deployed. As things began to be built up prisoners were shipped in. This was hell compared the perfect Mediterranean climate, coming from glorious weather of their home lands to this arctic hell. The temperature never went above freezing, and dropped to some of the lowest temperatures in the world.
After 6 moths of constructions the prison was built. A undisclosed mass of prisoners, the worst in Irnotia were shipped, Murderers rapists hit men. These were the worst scum of the empire and now they would be prisoned in other lands.

This was the first of many planed foreign based prisons.

A deal for undisclosed amounts to be payed yearly to the St. Oz government
Ice breaker escorted construction crews began to work on the next 6 prisons for Project seclusion. Barracks were put up and fence systems, each of these prisons would be 40 acres in the harsh northern most coast of the world. Construction crews worked in the harsh conditions, a vast change from the great warm conditions of their home land.
Bunkers and weapon depots were set up as well as fox holes and other installations.
Generators were set up, as well as medical areas.
Soon the first round of prisoners were shipped in.

Military prison engineers and crew landed on the edge of the perma ice of the southern Ice cap. They move about 3 kilometers into the perma ice. The ice here has not melt in over 10,000 years, so no risk for a melt out. The deep ice was a perfect building condition, and soon construction on the biosphere prison complexes were started. This would be the maximum security installation of operation seclusion.

The Ice Caps will be the perfect prisons, escape means death to the inmates.
