This is the thread for the IPO observers in Xyrael.

„One observer per district?“ ex-Inspector Chipahua was walking accross his office.
„This will be hard work with all the reports coming in.“
He looked at the map on the table in his office.
„Well we had no time to train out people so we will have to make do.
The most important thing is to watch out for what they may try and hide from us.“
Carlos Vargos the coordinator from Delfos said „I'm very interested in Istanbul district, and I'm OK going to Tekirdag.“
„You can have Istanbul then. But for Tekirdag the Chairman has asked that we deploy two observers. It should be a balanced group so that neither Xyrael nor anyone else can say our men were biased.“ Chipahua said.
„If it is alright with you I will take the area together with Fenixian observer“
He scribbled something down on a piece of paper.
„So this is the list. If anybody want's to change fine. But make it quick we are short on time.“
He handed the paper to the others.

I say everyone takes a group of 3 to 4 specialists with them.
We need to look into the matter of possible shootings and have to question people about cases of missing persons and the situation in general. We have to hear both sides. I will ask the Chairman to inform Xyrael about our deployment."

ooc: very good, as you understood, these are only the more important roles, IPO should have 200 observers or something like that, but those 6 are the most important for the role-play.

Carlos: "Great! I suggest we have separated flights, we shouldn't let Xyraeli or Gelibolu authorities to know where we wander."

Feniexia wishes that the security of all IPO observers working on this project is ensured via authorization to carry light arms.

[Osamafune]

"Hmm... Yes, I agree with Mr. <ooc>or is it Mrs.?</ooc> Sera. Also, what kind of 'specialists' are going to be with us?" Asked Eucratides.

[Delfos]

ooc: If this is a remark to the Administration, I'm going to answer. If not, carry whatever you like, but at least hear the official position:

ic: The current Administration grants no security to their observers in material ways. All logistics are supported by the organization, if you need anything, just ask. The possession of weaponry should be allowed or not by the national law of the country you are visiting, but you shouldn't carry a weapon to a place where you wish there is peace.

Protocol S1 - The administration hereby prohibits the possession of weaponry by any assigned committee of the International Peace Organization - Diplomacy Bureau, and a private security team shall be granted to the diplomat only if the visited nation does not support any security to the committee.

ooc: I'm sorry, I (as We) cannot let our peace diplomats to carry a weapon, but we do grant a security team. You can take your piece if you want, but it's not supported by IPO, and if you are caught with it, we had nothing to do with your insolence. As said somewhere in the Diplomacy Bureau, those are international admissions, so laws of Fenexia won't be applied to those persons, as the right to carry a weapon for example, when they are representing our organization. When they are not, or when they are in their time off, meaning they are Fenexian citizens, it's their own business, you can even carry a MG21 in the streets, what would i care.

Specialists? whatever you want, you're like the leader of a...small group, like 3 to 6 people, as observers. In natural times only one team would have been deployed, but with our need for answers we need 1 team per district. There's millions of people per district, so you won't be noticed.

Chipahua sat around the table with the other heads of the observer mission.
“So let's get over this again so everybody knows what is going on here.
We are not a group of spy's and we do not interfere over there.
What we do is talk to the population and try to find out what is really going on and how far the claims of both parties involved hold up.
The Xyrael government has given us permission to access those areas and do our job.
So we will fly to a central point and from there we will dispatch to our areas of operation. Our personal will travel in civilian cars with IPO markings.
I say that we should hand out Helmets and protection vests. But only in areas were there is a chance of actual fighting.
We will not inform the Xyrael government were we are exactly going and what we are going to do there but we will let them know the general area were we are in. Remember this is there country and the fact that they allow us to send observers should be understood as a sign of good will.”
He waited for the assembled persons to react than continued.
“I have been asked about those specialists. As we did not have much time I ask you to send in members of your police forces. Detectives and forensics experts. We will need them to question the population.
Focus on what both parts of the population think about the situation and about each other. Listen to them if they report missing persons or persons that suddenly disappeared without reason.
Keep an eye on your surroundings. Police action and military movement.
If you ask persons for statements write down their name but explain that the statement will be assigned a number so no one can backtrack it.
We WILL get a lot of dramatization and lies and fantasies. It is the job of our specialists to sieve trough all that and find the truth.”
“Also have them keep an eye out for signs of mass graves or sites of prison camps. We will also ask the Xyraelis to show us some of their prisons .
Decide at random what complex to pick. They should not have more than a day to prepare for your visit.Focus on Hygiene, how many people of what ethnic group are imprisoned and how they are treated.
Any further questions? Ask them now so we can move on.”

[Delfos]

"I would still rather go in Myroria Air for Gelibolu and walk my own path, you know how people can be forced if in fear. This is my method, i go on with the population and the security forces...if lucky with rebellion groups, and will send the primary report as soon as i can. Then i can go where they want me to go and I will judge from the knowledge i already have from field work."

[Pachamama]

"This is dangerous but it is a possibility. However it will also allow the Xyrael government to treat you as a spy and put pressure on IPO and the other observers.
But maybe we can compromise here? To facilitate this we could split up the groups once we are there and send in a part of the team in what we call "plainclothes" and send the rest with official tags. This would give us a idea on how much the people are under pressure -if they are.
However I ask that we inform the government about our arrival as a group. They may follow us around anyway but maybe we can shake them by making last minute changes in our travel routes .
Otherwise I rather not have us all go separate ways. I don't want IPO observers meet with "Unfortunate accidents".

[Osamafune]

"What's the point in that? All they would have to do is take one look at our faces to tell that we're foreigners. If they know IPO observers are in town, it would be a likely conclusion that we're them. Anyway, can someone pass me a map of the area"?

[Pachamama]

"That's an argument. Also we do not all look like total strangers up there, most of us will.
So maybe we stick to the original plan ?"

[Delfos]

"As far as they know, i can be just some tourist. Anyway, yes, lets just stick with the plan, Chipahua is the head of this team, we need to respect his authority on the matter."

[Osamafune]

"With everything that has been claimed to have been going on, would there be many tourists? But, yes, let's just stick with the plan."

[Pachamama]

"Go easy on the Head of authority stuff. This is a team effort and I will need your feedback. If a man tries to look at too much he may loose the overview."
Chipahua stood up from his chair.
"Good. If that is all then you should go brief your men. We will leave for Xyrael tomorrow. The Air Force has one of their A400 repainted for us. I just hope the white color isn't giving anybody the urge to test his AA guns?"
he said with a grin.

[Delfos]

"Shit, have you heard the latest news? we can't go to Tekirdag...
Well i suggest you deploy the two applied for Tekirdag to Istanbul, since it's the largest in population, 6 million last time i heard. But yet, I can't promise i won't try to sneak in Tekirdag."

[Pachamama]

"I strictly forbid any independent action on your part Mister Vargos. For the record" he said with a stern voice.
"However we are few people in a big country and we don't know our way around. So maybe we may get lost at times. ols road maps and such could pose a problem."
He leaned over to the Delfian observer "Just don't get yourself shot. And if you get caught you better hope they shoot you before I get my hands on you" he said with a thin smile.
