It was a rainy day in Bandana, when the new Foreign Minister Radu Betshev came into the Presidential Palace. As usual, presidential guards were to be seen everywhere; in each corridor, every corner and some patrolling the halls. The non-uniformed civilian staff was the only thing that took away the impression of being in a military base.
Minister Betshev then entered a great hall whose doors were guarded by 6 guardsmen instead of the normal two.
A woman sitting at a desk with a gigantic Saletsian flag vertically hanging on the wall behind her noticed the minister.
"Good day, minister Betshev. How can I help you?"
"Your Excellence, I have urgent news for you. Two of our allies have left the UASS - well PUR left the treaty and the Chinese Loyalists are planning to do so as well. They have proclaimed such intention in the UASS treaty conference."
"Our neighbor? What about our troops and installations there? And our treaties with them?"
"They Loyalist Govt. has not yet sent any message to us."
"I see, we will have to see what will happen. I want border patrols improved. Are all our soldiers back home by now?"
"Yes, your Excellence, all our soldiers are back...What about the UASS?"
"The UASS...look outside the window, Betshev."
Radu looked a bit puzzled but followed the order. "It's raining, your Excellence."
"That is correct. It has been cloudy and raining for days already...as though something was wrong...perhaps it would be better for us to avoid a coming storm?"
Radu Betshev now understood what the president meant and nodded. "I will work on it right away."
"Excellent. Have a good day, Betshev."
"Thank you, your Excellence." The minister then nodded as a sign of respect and moved towards the door leaving the president's office.
In his office he then went back to work.

After receiving official notice from the Republic of Loyalist, President Barga ordered all Saletsian forces and installations be withdrawn from the neighboring country. It was an awkward situation seeing the once so close ally, now siding with an "opponent" of the past. Due to these changes, security was to be improved along the borders.

Furthermore plans of changing the governmental system were being talked about in the presidential palace. A constitutional monarchy was brought up as an alternative to the current state, others called for a parliamentary democracy. Anyhow, time was needed to discuss things even further.

Furthermore, seeing the signs of further changes, President Barga issued the order:

2/3 of all Saletsian civilians and military personnel are to return to Saletsia immediaetly. The remaining 1/3 shall come back home if Saletsia decides to leave the UASS.

The Government of Saletsia thanks the State of Xyrael for the invitation to the said conference.
We extend you the greetings of the Saletsian people.

In a special conference in the presidential palace, the future of Saletsia was being discussed.
President Barga entered the hall where a number of ministers and other politicians were seating and a small group of journalists.
"Ladies and gentlemen, I hereby open this conference. The first aspect to be discussed is the future governmental system of Saletsia. Information minister, please tell us about the result of the polls."

An old man with grey hair in a dark blue suit stood up and started an animated presentation.
"As you can see about 83% of Saletsia's entire population took part in the polls. Everyone was given a chance to choose a new governmental form or even suggest one. Here are the results:
22% for parliamentary system
2% for theocracy
15% for a federal government
61% for a monarchist government with President Barga being the monarch
This is the will of the people.

"Thank you, minister. Seeing the result of the polls, everyone who agrees with it raise his hand."
All ministers present in the conference raised his hand.
President Barga once again spoke: "The nation has decided. I, Pres. Barga, hereby declare the dissolution of the socialist presidial governmental system of Saletsia and moreover declare that Saletsia henceforth shall be an Empire with me, the Empress being the head of state, and an elected Chancellor as head of government.
Elections will be held for the office of the Chancellor within 4 months time. Long live the Empire of Saletsia!

"Long live the Empire of Saletsia!" shouted all the ministers in joy.

After a moment of jubilation, Empress Barga once again spoke: "The second aspect today is the fact that the Saletsian Empire has withdrawn its membership in the UASS. We have concluded that Saletsia is not gaining any advantages in its membership in a weakening union, but would face certain disadvantages. For the security of our national interests, we therefore have seen ourselevs forced to resign from the said treaty", she paused ",We are in a time of fundamental changes. We are building a new, a better Saletsia in a stable Easteros! Long live Saletsia!"
After having said that, Empres Barga stood up leading to a standing ovation of the ministers jubilating and crying: "Long live the Empie of Saletsia!" A banquette had been planned for the conference.


Meanwhile newly founded parties were watching the news carefully and started planning and organizing their election campaigns.

Defense Minister General Abe Hadasa approached the Empress during the banquette.
"Your Highness, about Utopia..."
"What about it, Gen. Hadasa?"
"We have spent so much work and time on certain parts of Utopia, why just give it up? Besides we still have Saletsian citizens there and a reasonable force. The withdrawal of troops and workers is not yet completed...we could.."
"Stop it and claim the land?"
"Yes."
"Well, stop the withdrawal right away and send a full division to Utopia. Let us see what will happen."
"As you wish, your Highness."

The defense Minister rushed to the headquarters and executed the Empress' orders.

After the orders were given, troops along with some workers remained in Utopia. Saletsian air-force assets in utopia took off and roamed the skies.
Meanwhile back in Saletsia, the 1st division of the 1st army was being mobilized to be transported to Utopia. So far no other UASS forces had such a great military presence in Utopia, now Saletsia was not a member anymore and would be claiming the territories it controlled and built up before.

Soldiers then started marking the borders in spe of the Saletsian claim within Utopian territory.

We are glad with the news of the empress and good luck and prosper for this young empire. Our relations always have been good, and now that you claim a part of Utopia, we do not wish to enter in conflict, but we are also claiming our part of Utopia, since most of the UASS council isn't even here to discuss. We offer administration and help for the moment of taking over the Utopian territory. With this letter we send a modified satellite image with your claim and my claim. Please feel free for any further discussion.
We are still discussing what shall we do with this piece of land, but for the moment it serves as safe place for delfian emigrants that are fleeing from anti-delfism in that northern area.

After a long trip to G-China, the airplanes gone back up the air, then passed over the Jutensan coast leaning northwards. The paratroopers were tired of the trip, some even joked "Just leave me here in Gallipoli-China, I'll walk the rest!". The pilots spotted the Utopia mountain chain, and started trying to communicate with the Saletsian forces.

NDAF pilot leader: "Saletsian forces in Utopia, this is NDAF Utopia Patrol, please respond, over..."

10 of these are moving towards the Saletsian Claim.

General Eduardo Letzin commanding the Saletsia-Minor Defense Force (SMDF) was told about the Delfian forces contacting them. He took the radio and spoke:
"NDAF Utopia Patrol, this is General Eduardo Letzin, commanding officer of the Saletsia-Minor Defense Force. You are given permission to enter Saletsian airspace."

We accept your claim to Western lands of Utopia. Our government is willing to give up parts of its Western claim for the Delfian territory. Do send us a new map of your claim if you accept our proposal for the division.

Meanwhile Saletsian reinforcement was arriving in the colonial capital of Heshaidon. Furthermore, additional tanks and 50 MiG-35 jets were transported. Airplanes full of Saletsian civilians also arrived, mostly being the families of the soldiers of the division assigned in Saletsia-Minor.
Thankfully, infrastructure was not a problem at all due to the work Saletsian emigrants already had done. New air-defense systems though we being installed such as the IAI Arrow.

Plans to build an over-sized former Utopia project for a mega city, included in Zabid Project. Called Cidade da Esperança(The City of Hope), with the name of that piece of land Esperança. Also a mega monument on the northern mountain chain, a big structure with all the names of the silent. We plan to build 3 small refugee camps, 2 in the northern border, one facing Takasia another facing Oz, and a third northwest of the City of Hope. New Delfos Air Force will like to build a base, a big airport near the planned city and several other restricted airfields either in the center and northern territory.

NDAF pilot leader: "General Eduardo Letzin, this is NDAF Utopia Patrol, thanks for the permission, please do you have any large airport we can land and refuel? Ours will be built in 2 days, we cannot stay in the sand. Thank you in advance, over."

"NDAF forces, there is a Saletsian international airport in the colonial capital Heshaidon, you may land there. Wait for 2 MiG-35 jets to escort your planes, they shall be visible to you within 17 minutes."
Several minutes later, the Saletsian jets became visible on the Delfian radars. They moved closer until they were visible to the pilots eyes. The Delfians were then escorted to Heshaidon.

Defense Minister General Abe Hadasa  again went to Empress Barga. A sunny day it was in Bandana.
"Your Imperial Highness."
"Good day Gen. Hadassa, what news do you have for me?"
"The Delfians are now in Heshaidon."
"An progress in their project?"
"They have just air-dropped personnel and equipment to pursue their goals."
"What about Saletsia-Minor?"
"The claimed territory is secured by the military. Everything is back to normality as though we never had planned to leave. New wind mills and hydrogen power plants are being erected, the Arrow SAMs installed, new houses and other buildings constructed and a factory of Saletsian Arms is also being bult."
"Excellent, what about the Union of Free Men?"
"Well the border has been quiet the past days. Still we are cautious and have sent 2 divisions to the area near the border, just in case."
"Very well. Thank you, General Hadassa, for the update."
"It was a pleasure, your Highness."

The General then saluted and turned around heading out of the Imperial office.

NDAF pilot leader came to see General Letzing.
"Hello, thanks for the landing ground. It's just us, we will bring fuel to the planes in the desert and that's it, they can carry out from there. And since my superiors knew we were meeting here, we brought you a souvenir from home, two recently build Shilkas, in exchange for the fuel. They think you might need a few on this side of the border. They are great, can function as light tank."

"YOu sure those are for us?" Then thought it'd be better not to question such a gift. "Well thenk you on behalf of the Saletsian Empire. Do come with us into the headquarters. YOu can have meals there and some drinks before you continue working."

The election for the office of the Chancellor was done.

Ariel Levana, the new chancellor, got picked up from his party's headquarters by a guarded convoy. He was brought to the Imperial Palace where he would work for the next years to come. Everywhere people jubilated and were keen on seeing what changes the new chancellor would bring to Saletsia.
