Only a week into the war, and hysteria was already kicking in. After only the first day of the war, nation wide through the Emergency Broadcast System (EBS), Prime Minister Osafune's Executive order 6609 had hit the airwaves.
Whereas the successful prosecution of the war requires every possible protection against espionage and against sabotage to national-defense material, national-defense premises, and national-defense utilities, including all forms of national infrastructure, Collosean Armed Forces installations, and economic and industrial facilities.
Therefore, by virtue of the authority vested in me as Prime Minister of the Collosean Federation, and Commander in Chief of the Collosean Armed Forces, I hereby order the Ministry of Internal Affairs and the Ministry of War to immediately intern all persons of Loyanese, Myrorian, and Feniexian decent until the end of the war. Said persons are to turn themselves in, or else face Federal charges.
I hereby further authorize and direct all Executive Departments, independent establishments, and other Federal Agencies, to assist the Minister of War and the Minister of Internal Affairs in carrying out this Executive Order, including the furnishing of medical aid, hospitalization, food, clothing, transportation, use of land, shelter, and other supplies, equipment, utilities, facilities, and services.

The same message was broadcasted over the EBS daily, to encourage the enemy nationals to turn themselves in. In theory, those of Loyanese decent posed a risk to the national war effort. There was a fear of sabotage, as most of the Loyanese were living in the economic and industrial heartlands of Collosea. Of particular concern were the oil extraction facilities in the Salamin Islands, which had the largest Loyanese population. These Loyanese nationals were mostly businessmen, brought into the Federation by a free trade agreement signed with the People's Republic of Loyan.
A week into the war, in the nations south-east, the Collosean industrial heartland, a radically different message hit the EBS's airwaves.

Monday afternoon, geologists with the National Geological Agency, warn that Mount Plutarch could erupt within the week.
Procincial authorities have issued an immediate evacuation order to all citizens living in North Kavala and the surrounding area. Residents in Plutarch City, Kimmerikon, Messene, and Tyritake are currently being advised to evacuate to areas further away from Mount Plutarch. Plutarch and Korinthion Paramilitaries will be assisting in the evacuations and all citizens may seek assistance from them.
We repeat, this is not a test.
Monday afternoon...
Anthypolochagos Celsus was in the mess hall, enjoying his dinner, when the broadcast came over the television. It was in the middle of that broadcast when the base commander came through the PA system. In an overly urgent tone, he said, "All personnel are to assume battle dress and report to the front side of your barracks to await further orders." The order would be repeated two more times.
After hearing the news on tv, everybody present in the mess hall knew what was going to happen. But on Celsus's way to his barracks, he found that rumors were spreading wild. He heard everything from a Feniexian invasion to Loyanese sabotage along the way.
The 36th Platoon of the Plutarch Paramilitary, based just outside of Plutarch City itself, had assembled quicker than any other. Ephedros Ypodekaneas Spartali, the platoon's commander, addressed his men. "As some of you may have read on the news, Mount Plutarch has reawakened. Scientists say the bitch could blow it's top any day now, and so evacuation orders have been issued. The residents in North Kavala needs to be transported across the channel into Korinthion before things go to hell. But there's some risk to Plutarch City as well, and the Feds wants to get the Loyanese interns here out. So we'll be holding tight until the transport arrives, then we'll be shoving off for North Kavala."
