As an active raider in NationStates, I'll try to help you out.  First of all, only founderless regions can be raided (aka taken over).  What you do is spend your UN endorsement on the person you want to become a delegate.  This normally takes a good amount of people to beat the native delegate. 

Once your person is delegate, they have complete control of the region, being able to eject nations and edit the WFE.
