In almost all cases, a question mark would make a statement a question, wouldn't it?

OOC: For example: "Yep, I did it!"  vs. "Yep...I did it?" (incredulous surprise)  "Take a left."  or "Take a left?"  (not sure about instructions)...etc.

OOC: Like this..."Surely you know that better than me?"  You could add the word ", right?" to the end of the sentence and it would make more sense as a question.  However, the ", right?" isn't necessary.  You are still unsure, even with "surely", and hence, it's a question.
