Description: RECOGNIZING that the possession and transfer of arms is vital to the national security of sovereign nations and may greatly effect the outcome of wars, conflicts and other military actions and may in some cases act as a deterrent to such acts.
AND OBSERVING that said transfers, including manufacture, sale, trade and/or transportation of arms is vital to the economic development o many nations and that military aid to belligerent nations may be used to foster alliances and aid in global security, the World Assembly mandates as follows:
Article I
DEFINES:
(i) Arms or Weapons as any device manufactured for the sole purpose of causing harm, injury or damage to a living being or physical property, including but not limited to any type of gun, blade-weapon, cannon, explosive substance, missile, projectile, bomb, ammunition, nuclear, biological or chemical weapon, aircraft, land-vehicle or naval vessel not previously banned by the World Assembly.
(ii) Manufacture as the creation, assembly, forging or production of items described in definition (i.)
(iii) Sale as transfer of weapons for monetary gain.
(iv) Trade as transfer of weapons in exchange for goods or services other than money.
(v) Lending as transfer of weapons with a reasonable expectation of receiving them back upon request.
(vi) Supplying as transfer of weapons with no reasonable expectation of financial gain or of their return.
(vii) Transportation as the shipment or moving of arms from one location to another.
Article II
MANDATES,
(i) there shall be no limitations placed on the manufacture, sale, trade, transportation, lending or supplying of any type of weapon between the governments of any nation, unless prohibited by prior legislation.
(ii) Any nation may sell, trade, lend, supply or transport arms for delivery to the government of any nation it sees fit without legal restriction unless prohibited by prior legislation.
(iii) Authority to restrict the sale, manufacture, trade, transportation, lending or supplying of weapons of any type within a nation's borders is reserved to the individual nations.
Article III
EXCLUDES,
(i) Arms sales, trades, lending, supply or transport to groups excluded by prior legislation are hereby excluded.
(ii) This resolution does not negate or prohibit unilateral or multi-party treaties between WA or non-WA nations that would permit, ban or limit the use, production or trade of any weapon.
