Description:

The Security Council,
Acknowledging Outer Rim2563 as the longest serving delegate of ICN, totaling 254 days to date,

And Remembering throughout its' history the ICN been and difficult to maintain,

Amazed that Outer Rim2563 maintained control of the ICN, without restricting freedom, while establishing a government and promoting the growth and prosperity of the region,

And Realizing since becoming Delegate, Outer Rim2563 has become one of the most important nations in ICN, and has been a positive force of leadership for the region,

Believing that any nation that has shown such superior leadership in promotion of that nation's region is deserving of recognition,

Hereby commends Outer Rim2563.

This has probably little chance of passing since its about a player with no international relevance but it's nice of his region to try to commend his work - quite a small region also. I guess a commendation never hurt anybody. It's the author's first proposal so my icy heart has gone soft. Your call.
