Eh, not too comfortable with the hard cap on Senator numbers, but if it becomes a problem it can always be changed.  Aye and stuff.

I put the absolute barrier on because I was worried the preferential nature of STV might make elections a bit unwieldy at larger sizes. My secret evil plan is that if Taijitu grows that much, parties will be well established enough that I can get us to switch over to the simpler proportional system of open party-list voting >.>
