Petition: Amend the Constitution to loosen Separation of Powers

Amend Article 6, Section 2, Clause 1 to read:
1. The Speaker will constitute the leadership of the Legislative Branch.

This bill would allow Senators to be involved in the other branches. It is necessary if we are to have the Senate be by voluntary membership.

I believe 2 people need to sign it for it to go to the Senate. If two thirds of the Senate approve it, it should go to a referendum, in which at least 3 people must vote for it to be valid.

Well there are other implications of this... Does this change the role of the Speaker into a more political position? Like are we talking Speaker of the USA, or Speaker of the British Parliament?

As the so called leader of the legislative branch this would be quite a powerful position unless it is clearly specified that it is intended to have a largely administrative role in the Senate. I.e. opening and closing votes, etc.

Or do we want the government shut down?

I do tend to make political evaluations but so far they've been based on practicality, When only 2 were active including myself sometimes I refused to support motions but, with more active, any senator can back them up. The Speaker tends to be a bureaucratic figure, administrator of the senate I guess. With that status quo he could easily coerce into leverage swinging votes for whichever agenda, but I don't see much "real" power in the Speaker to begin with. If anybody could manage whatever the Speaker manages (almost nothing), then you wouldn't need the Speaker or a "leadership" of the Legislative brunch.

I think the role of the Speaker should be up to the Senate.

Regardless of whether it is political or administrative however, I do think it should still be held by someone who is not in a leadership role in the executive or judicial branch. The Senate is free to propose a more radical revision of the separation of powers clauses however.

I ask the people to join the Senate and discuss it there so we can have more inputs.

I invite the Delegate and the Chief Justice "in good faith" to defend their proposal if they wish to do so, but will then be excluded to the decision process of the Senate respecting the current legislation.

2 signatures are enough to submit the petition to the Senate for approval. Constitutional amendments cannot go to referendum without a two thirds majority of the Senate supporting them.

I agree with this reform, especially now where we are trying to recover the number of registered citizens.
