In case of the senate having one senator?

Should the delegate be able to appoint a few or something.  This system is clearly broken.

I'd be more comfortable with a special election. It would have to be a Constitutional Amendment to allow for such, as the Constitution unfortunately explicitly specifies that elections should be once every seven weeks.
