Does "Government" in Article 2, Clause a mean the Executive Branch, or the whole state apparatus of Taijitu?  Judging from a reference to the Court in the same clause, it seems to mean the Executive Branch.  In which case, there should really be a role for the Senate in determining whether a document should be classified or not.

It was my plan to soon propose a separate Act on classifying secrets.
