Citizen-Liaison Act
« on: April 04, 2015, 09:15:33 PM »
My reasons for wanting this are pretty simple. Separation of powers, being responsible to the Ecclesia in an effective manner, term limits (I don't want to do this forever :P ) and getting a feel for exactly what the community wants my duties to be.

Quote
Citizen-Liaison Act

1. Qualifications and Election
1. Any citizen of Taijitu may stand for election to the office of Citizen-Liaison.
2. An election for Citizen-Citizen-Liaison will be held when three months have passed since the last election, the Ecclesia chooses to hold an election by a majority vote, or the office of Citizen-Liaison is vacant.
3. No person may serve as Citizen-Liaison for more than two consecutive terms.
4. The Ecclesia may remove the Citizen-Liaison by a majority vote.

2. Powers and Responsibilities
1. The Citizen-Liaison will be responsible for managing Taijitu's community and community activity.
2. The Citizen-Liaison will be responsible for updating and maintaining the community guides.
3. The Citizen-Liaison will be responsible for establishing and running cultural events in the interest of community building.
4. The Citizen-Liaison will be responsible for welcoming new members to the forum, answering their questions and aid in their incorporation into the community.

3. Citizen-Guides
1. The Citizen-Liaison may appoint any number of citizen-guides to assist them in their powers, responsibilities, aid in community management and all associated activities.
2. The Citizen-Liaison may dismiss citizen-guides at any time.
3. The Ecclesia may remove any citizen-guide by a majority vote.

Quote from: Amendment to the Delegacy Act
The Delegacy Act will be amended as follows:

Quote from: Delegacy Act
1. Qualifications and Election
1. Any citizen of Taijitu may stand for election to the office of Citizen-Delegate.
2. An election for Citizen-Delegate will be held if three months have passed since the start of the previous election, the Ecclesia chooses to hold an election by a majority vote, or the office of Citizen-Delegate is vacant.
3. No person may serve as Citizen-Delegate for more than two consecutive terms.
4. The Ecclesia may remove the Citizen-Delegate by a majority vote.

2. Powers and Responsibilities
1. The Citizen-Delegate will serve as head of state and conduct foreign policy.
2. The Citizen-Delegate will hold the in-game delegacy of the region of Taijitu with full powers and will exercise them as provided by law.

3. Citizen-Diplomats
1. The Citizen-Delegate may appoint any number of citizens of Taijitu as citizen-diplomats to assist them in conducting foreign policy.
2. The Citizen-Delegate may dismiss citizen-diplomats at any time.
3. The Ecclesia may remove any citizen-diplomat by a majority vote.
4. Citizen-diplomats may appoint any number of citizens as citizen-ambassadors to extend the message of the Glorious Revolution to other regions.

4. Citizen-Liaison
1. The Citizen-Delegate may appoint any number of Citizen-Liaisons to assist them in maintaining Taijitu's community and community activity.
2. The Citizen-Delegate may dismiss Citizen-Liaisons at any time.
3. The Ecclesia may remove any Citizen-Liaison by a majority vote.
4. It shall be the responsibility of the Citizen-Liaison to greet new members of Taijitu and assist them in navigating our forums and culture.
5. Citizen-Liaisons may appoint any number of Citizens as Citizen-Guides to aid in community management and all associated activities.

I think this is a good idea to keep powers separate, keep any one office from becoming too powerful or having too much to do, and make sure the Ecclesia stays the primary institution of government. I'm all for it!

I am in support of this bill as well. I would rather focus my energies on foreign affairs and take a role as a more ceremonial head-of-state in charge of the Foreign Service.

I support making the Delegate's sole and primary role external policy, and would support the amendment to the Delegacy Act. As for the election of the Liaison, I'm not sure how I feel about that. While I have no strong objections to it I also feel that it would make as much sense to have the appointment of the office be moved, as an internal matter, under the Citizen-Initiator, as has already been proposed.

My snap judgement was to think much the same, however our goal with that was separation of powers which this does more effectively. Additionally this would make for a direct way to have feedback from the Ecclesia as to what they want from their Liaison. Having the confidence of the Ecclesia via a vote would give me confidence that I am working for them to my best ability without having to ask them about things like theme weeks. I also definitely wish to allow the Citizen-Delegate to focus on external policy, splitting from that office was what got me thinking more fully about the future of the Liaison office. I really don't see my office as fitting with the Citizen-Initiators office with the directions both have grown in. I mean I have great respect for Cormac and the position of C-I however given that this would mix a community position into a legislative one I have to say fuck that. I have more thoughts as to why to support this which I shall attempt to cobble to cohesion after my :cuppa:

I tend to agree that it's an odd choice to place what is, essentially, a cultural office, under the jurisdiction of the Citizen-Initiator, which is essentially a legislative office. I think the concern some are having is that the office of Citizen-Initiator is becoming a minor office in comparison to the others, more an administrative position than a real office of government, and I think I have a solution to that which I'll be proposing in the separation of powers thread.

Thoughts continued...
By splitting our executive offices more fully we will have greater separation of powers and separation of accountability. I would not like to see this community office become a sector in the legislature as I feel it has no business there aside from perhaps writing a guide for new folks. I do not wish to see the C-I lessened (though it is curious to think not moving this office into that one is lessening) and in fact support measures to give that office its own staff (and perhaps more responsibility if such staff prove effective) to achieve its functions. By separating the Liaison office and making it accountable via election I believe we better maintain equilibrium within the region. Yet this is an internal perspective versus the vantage you have, so I would like a little more feedback before putting this up for a vote.

Keeping the Cit-Liaison position separate from the Cit-Init office makes perfect sense. They simply aren't related to one another.

Hear, hear! I was okay with keeping this an appointed position but I see your point. It may help a good deal to have the Cit-Liaison be elected, officially endorsed/supported by the Ecclesia.

Excellent, I'll put this to vote in two days to allow additional time for any concerns related to the draft.
