Any person may use these forums to organize a political party. This is necessary to stand for election, as elections for the Popular Council are conducted using a party-list system. Any party which is allowed to may stand for election and put forward candidates. Votes are cast for parties, and each party which wins at least one twentieth of the total vote wins a number of seats in proportion to its share of the votes. Some of these seats may then be awarded to players who the party in question ran as candidates during the election. Because of the large in-character size of the Popular Council, it is not expected that every seat a party wins will be filled by an actual player. For more information on how this works during votes of the Popular Council, please refer to this thread. Winning seats in the Popular Council also guarantees a party a subforum. As a final note, these provisions may change as a result of in-character happenings, so it may be useful to recheck them sometimes.
