[Xyrael]

The Imperial Republic wishes to conduct affairs pertaining to her sovereignty in a more orderly fashion, and will listen to any that wish to listen.

• Without signing a Naval Permit: Civilian License treaty, your nation will be considered under blockade. We are within our rights to refuse passage to any vessel for any circumstance, and do so under the pretext that we would prefer one goes through the proper bureaucracy before conducting trade and shipment.
• The Imperial Republic can refuse to sign any of the to be mentioned treaties at it's discretion.

Naval Permit: Civilian License

By Decree of the King, the Imperial Republic hereby allows ____ to utilize the Straight of Atl for commercial purposes. All commercial vessels should be screened at the port city of Atzintlico before being allowed to continue into or out of the Gulf of Teotl. This license may be revoked during war times or due to economic tensions.

Naval Permit: Military License

By Decree of the King, the Imperial Republic hereby allows ____ to utilize the Straight of Atl for military purposes. All military vessels must announce their presence to the Xyraeli Navy before continuing through Xyraeli waters. Should a military vessel within Xyraeli waters with this permit commence hostile action, the Xyraeli Navy will deal with the threat at their discretion. Any military vessel without this authorization will be fired upon, and all occupants will be taken prisoner.

Land Permit: Embassy

By Decree of the King, the Imperial Republic hereby allows ____ to utilize a structure within the capital city of Citiatlan for the diplomatic purposes of an embassy, permanent mission, or humanitarian structure. All personnel residing in the building will be exempt from taxes, however diplomatic immunity will not be afforded. Should the diplomat commit a crime, reconcilliation with the King himself must be sought. No more than 30 soldiers may take up residence in an embassy, and they will be allowed nothing more than small arms of assault rifle, carbine, rifle, submachine gun, or pistol class.

Land Permit: Military Base

By Decree of the King, the Imperial Republic hereby allows ____ the use of agreed upon land for the purposes of storage, deployment, and training of military personnel. All weapons not of the WMD classification will be allowed on the base, and all personnel are exempt from taxes. All personnel will be issued passports, but are not afforded diplomatic immunity. Any crime commited by military personnel will be tried in a standard court of law, no information concerning the case may be withheld by the government of the soldier.

By Decree of the King, the Imperial Republic hereby allows Saletsia to utilize the Straight of Atl for commercial purposes. All commercial vessels should be screened at the port city of Atzintlico before being allowed to continue into or out of the Gulf of Teotl. This license may be revoked during war times or due to economic tensions.

By Decree of the King, the Imperial Republic hereby authorizes the following trade agreement between Saletsia and the Imperial Republic:
Xyraeli Lumber, Seafood, Natural Gas, for Saletsian Animal Products, Nickel, Bauxite.

Dominion of Chinese Loyalist

By Decree of the King, the Imperial Republic hereby allows Dominion of Chinese Loyalist to utilize the Straight of Atl for commercial purposes. Llanydern

We have been inform by the Saletsian government that one of your military vessels may have capture a civilian of ours while at sea. We wish for you to confirm this possibility with your naval authorities. If he is indeed in your possessions, we request that he be release and safely return to the DCL. We apologize for any hap hazards that he might have caused you.

We wish to acquire a civilian license that would allow our ships to enter your waters without offense. Our ships need access to Llanydern for trade and diplomatic reasons.

License granted, your vessels will be required to stop at Atzintlico as they travel through our waters, and will receive a Naval escort ensuring their safe passage. Should your vessels violate the permit, it shall be revoked immediately.

We request passage for both our military and merchant fleet through your waters, though we protest at the automatic searching of our ships we submit to your right to do so.

The Imperial Republic notes Llanydern's protest of our searching of vessels. The Imperial Republic of Xyrael wishes to make it noted that no items will be confiscated, this procedure is to ensure which goods are traveling into and out of our waters. In our effort to crack down on the smuggling, we must keep complete books. Should you wish to transport WMD's through our waters, we suggest you go through more clandestine channels. As you are an Eastern nation, know that you will suffer no taxes while traversing the channel. You permits have been granted.

By Civilian permit, I understood the right to pass. I thought trade was implied, but I have seen in your factbook that ownership is forbidden in Xyrael (I suppose that is the reason to require an express permission from the government).

So I would like the right to pass (civilian permit) and, also, permission to trade goat, phoenix(a variety of faisan), elk, asparagus, carrot, almond, cod, crab, octopus, human organs, blood, clay, iron, sulphur, copper, silicon, natural gas, anthracite coal and marble.

In the past Ozian boats have violated the strait of Xyrael. With our apologies we ask that we may have an access to it and therefore we can make active trades with your Government of many Ore and Mineral resources for your resources. These ores and minerals are used for wiring, medicines, batteries, construction, aircraft, etc. There's an enormous amount of use with these resources that can bring good to Xyrael. We would not interfere with your Economic systems and we would only trade such things with the government. In the case that Xyrael is in an Embargo, St Oz will gladly assist if Xyrael calls.

Anthracite coal, clay, and several types of food are a rather intriguing prospect, and we are willing to entertain the topic of trade.

Kaolinite, Lithium, Tin, and Cadmium are especially interesting. Kaolinite for its uses in lightbulbs, Cadmium and Lithium for their use in batteries, and Tin for a wide variety of products. What would St Oz ask in return?
