It's from an anime called Cowboy Bebop. The guy is called Spike Spiegal and the dog is named Ein.

Hello and welcome to Taijitu!  Foreign dignitaries are always welcome here, and we encourage you to get involved in discussions or games as you please.  ^_^  We won't hold being from another region against you (well, most of us won't ;)).
