Serid philosophers have long held it to be the case that the blood of nations is trade and like the blood in the human body if it is obstructed then life will wither and die. With this thought in mind the government of the Republic of Serid offers other nations the chance to enter into a recipricle free trade agreement. No tarrifs or taxes shall be enacted on trade between the Republic of Serid and signatory members.

The nation of New Delfos wnats to sign this treaty if you consider to recognise that New Delfos law imposes taxes into Hazardous materials that require addictional care, lethal object taxation and few other minor taxes. Any other resources, from Light Drugs to Food, have no taxation and we're happy to find a competitive market.

It prevents some of the punishments of the serid penal code such as flogging and branding. It also prevents summary execution during periods of emergency either because of action (i.e. the committing of a crime during a period of emergency) or necessity (i.e. during war the gassing of prisoners held to release those holding them for military duty).

Those are disturbing news. The Enlightened Empire will never support a nation committing such crimes.

Forget about it, he said he'll sign it when his civil wars end, but that will never happen. His nation is always in civil wars, caused by random violence ;) .

the punishments mentioned have not been enacted for several decades they are however still on the books as no one felt the need to remove them. The other measures were only in times of extreme national crisis to prevent chaos enveloping serid.

That's no excuse. Serid would still commit such crimes if it would be in situations they think it's "in need".

Remove those laws from the books (given that they're useless), or Cantr will also withdraw from this agreement.

they are in the process of being reformed away, the penal code has over recent years been made far more in line with modern feelings about human rights, however changing the legal codes is not an overnight thing. The main problem is that between them the nationalists, certain religious groups and hard line conservatives control a minority large enough to prevent reform if they work together, this means that while those groups that wish reform are the majority they have to be careful to get these laws passed due to how the government of serid works.
