To: Chancellor of the Chinese Loyalist State
We thank you for the economic privileges you give us. We would be more than grateful to accept them and shall start the construction of gas stations, storage facilities and refineries right away. We will do our best to make bio fuel accessible to the Chinese Loyalist population as it is to the Saletsian people.
Considering the offer, we would like to inquire on the possibility of establishing arms production facilities within your great nation.
~ President Barga of Saletsia
enclosed secret article:
The Government of Saletsia with its military restructuring program has decided to decommission its 25 MiG-29S air-superiority fighters along with its 25 modernized IAI Kfrir C-10 fighters. We hereby would like to inquire if the Chinese Loyalist State is interested in these units. If so, they shall be transferred for free. We would be more than happy to train Chinese Loyalist pilots and also conduct military exercises with them.
Furthermore, we would like to give the Chinese Loyalist State a 60% discount of up to 300 units of the F-5 variants that we produce. This is due to the increasing tensions in the region and our trust in the friendship with the Chinese Loyalist nation.
I'm sorry to tell you that we must reject your offer for Saletsian arm factories in our jurisdiction, as our legislation outlaws any foreign or private owned weapon production to be built and operated in our territories. We are mostly concern about the security factor and stability issues that might arise from non-state controlled factories. We humbly apologize.
Encoded Response:
We are still at the stages of developing our air arms facilities and organization, and we cannot operate such advance piece of equipments at present. However, we have set up a secret hangar facility to store these aircraft until we are ready. Perhaps a coincidence, but we were looking to acquire the IAI C-10. We would be glad to accept them and the air training assistance. The LAA lacks any military doctrine, hence training from your people would welcome.
The Saletsian Government understands the security concerns. Is there maybe a possibility to establish automobile or truck factories (for civilian use) in your country?

We would be more than glad to train your pilots and also train them in modern tactics. If you wish, we would also train engineers. We ask you to send the pilots and engineers (if you want soem to be trained) to Bandana with the necessary papers and they shall be directly sent to our air-force academy. Training them will take about 5 years.
That would be most beneficial for us, we would perhaps divert the funds into expanding our transit system.
We would deposit our profits from the joint venture into the "Moped and Scooter" State Firm
