OOC: you say a foreign company can't operate but you said you'd lease us land? so how would this work (for my own peace of mind), if we're growing tobacco wouldn't that technically be operating? or is only selling things qualify is operating? we'd grow it and harvest it, and then immediately export it for sale if that's allowed.
