IHAO International Humanitarian Aid Organization (Non Government Organization)

Head of Organization:        Professor Moccha (Terrangar)
Deputy Head of Organization:   

Headquarters:   Terrangar   

Goals
To assist any nation in natural or man made disasters that can not be handled by that nation alone and if this nation asks for support.
The organization will only grant support and assistance but will not fully carry the load of disaster relief and reconstruction.
Aid will be given equally to member and non-member nations.
The organization supplies aid independent from race, religion and political system.
We will also assist nations in creating and organizing their own governmental or NGO disaster relief organizations specific to their requirements.
We will assist any NGO that wishes so.
On the operation of offices in other countries.
Those countries with IHAO offices please transfer your donations directly to your office.
This is done to decrease bureaucracy and increase operational readiness.
In case of an emergency the countries office is “First responder”. If they cannot handle the workload the offices of the closest countries that are not involved in their own operations will come to help as “Supporters”. If that is not enough support will be provided from the Headquarters office.
In case were the closest next office is the HQO then the HQO will become “Supporter”.
A common training plan will be provided so that all “Operators” have an equal level of skill and knowledge, which will facilitate operations and ease communication.
Countries without offices.
In these countries the nearest IHAO office becomes “First responder” with the next nearest offices as the “Supporters”

IHAO Structure
Part-time Worker  “Volunteer“. Volunteers are people that only work for IHAO if there is an operation.
Full-time Worker “Operator” Operators are ready for deployment any time.
Task group leader for a “Task Group (12 men) is called a “Master Operator”
Task Unit leader for a “Task Unit (2 –4 Task groups) is called a “Supervisor”
The person responsible for an operation of any size is called the “Chief”
The Chief is responsible for coordination and supervision of all operations in a disaster area.
The Head of an IHAO office is the “Coordinator”
He has a communications staff and a liaison unit consisting of contacts to the local government and the home HQ office as well as other NGO`s.

Forrest fires
Floods
Nuclear accidents
Breaking of dams
Chemical spills.
War
Droughts and food crisis
Large scale plagues and medical emergencys

Also a NGO the organisation recieves a yearly donation of 1% of Terrangars Welfare budget

sorry but you can't be in the plague at the south, it's heavily restricted area protected by the New Delfos Air Force, "Plague" it's actually Anthrax, but no one knows besides high ranks of the Air Force. Please remove that. I will have disasters soon so be ready...

The Empire of Xyrael will donate the following:

1 Mistral (http://en.wikipedia.org/wiki/Mistral_class_landing_platform_dock)-class Landing Dock Platform Hospital Ships (hospital beds increased to 200, 4 per room, +100 medical personnel, no troop capacity)
     - 16 NH90 TTH (http://en.wikipedia.org/wiki/NH90) 12 MEDEVAC/CASEVAC, 1 Airborne Command, 1 Search and Rescue, 2 standard.

The above vessel has been christened the IXN Sukui, and we ask that she may be called back to Xyrael should the need arise, and that Captain Amaya Hiro continue to serve as her commander.

In addition, the Empire of Xyrael will also grant the IHAO a donation of $2,000,000 yearly, with philanthropists expected to donate ~$20,000,000 yearly.

The IHAO expresses it`s gratitude to the generous donations that have been given.
We like to inform the Empire of Xyrael that we fully agree to the lease conditions for your ship.
We are glad that Captain Amaya stays in command as he has the greatest experience with his vessel.
We will put a civilian adviser to integrate the vessel.
As the ship is armed we must use her cautiously as a rear evacuation platform. Otherwise we would have to ask to seal the weapons control and remove ammunition.
Otherwise other nations could use this as grounds to attack the vessel.
We also wish to paint at least part of the ship white and will repaint her before her return if you agree.

I know the vessel is of military origin and must be armed to defend itself but you know how some of these westerners are. Always looking for excuses. Please don`t take the request as an offense.

Feel free to paint the vessel white. The vessel is scheduled for maintenance before departure, we will strip her of weapons and instead equip her with 18x Mark 36 SRBOC (http://en.wikipedia.org/wiki/Mark_36_SRBOC).

We want to get an office of IHAO in New Delfos and we are constructing Delfocopter versions for the White Heart and will do for IHAO too.

We agree and are happy to open offices in your country.
We will send some specialists to train volunteers from your country in disaster relief and humanitarian emergency operations.

Delfocopter, with aids from New Delfos Government is willing to offer a contract of 5 AS 332L1 (http://www.eurocopter.com/site/FO/scripts/siteFO_contenu.php?mode=&lang=EN&noeu_id=90) and 2 EC 225 (http://www.eurocopter.com/site/FO/scripts/siteFO_contenu.php?mode=&lang=EN&noeu_id=91), in New Delfos IHAO will have access to other air vehicles property of the White Heart. Other vehicle supports will come, I'm sure that if you want to operate in New Delfos you can ask the government or the White Heart for support and it will be granted.

Dr. Moccha wishes to express his deepest gratitude to all  contributors for their donations.
Not only in the name of IHAO but in the name of all those whose lives will be saved by your generosity.
The Loyanese volunteers are most welcome. We will train them at our HQ in Terrangar. If they wish to join IHAO as full time members they will receive extensive specialist training.
If they wish to join as part time members we will give them extensive training in First Aid and disaster management to assist either your country's emergency organizations or the IHAO in times of manpower shortage.

We thank the Saletsian government for their generous offer as well as the company of Delfocopter.
Our office at New Delfos will provide a group of persons available for contacts to your government on a 24 hour base.
Any nation that wishes either a IHAO office at their country or wants assistance to create their own disaster relief organization please contact our office at Terrangar that is available 24 hours full week.

Actually your office in Delfingrado, and also willing to include your organization in Boyengrado is in the same building as the White Heart.

The President of the White Heart Committee and the New Delfos Chairman of the White Heart would like to join efforts in New Delfos. Since New Delfos Government have put us in the same building and have access tot he same garages, this is a governmental message saying we should work together. Delfocopter will ship the promised helicopters to Terrangar and here you have access to any White Heart Vehicles, as well as authorized government and military vehicles.

ooc: now you can enter in restricted zone in the south...if you want to RP that, but the ones allowed should be mainly delfians and under very restricted ambient.

Anyway, 33 delfian emigrants in Terrangar have joined the IHAO and around 50 in New Delfos IHAO.

The Collosean Federation will donate 2H million (converts to roughly $3.5 million) annually. We are also interested in having an IHAO office as well.

The government of the Glomin hereby makes its intention to pay for the wages/upkeep of any Glomin citizens working for the IHAO.  The Glomin will also provide the following:
-1 fully equipped modular hospital (300 beds 2 operating theatres)
-1 fully equipped engineering company (unless in times of war)

The Glomin will also make available what resources it can when called upon by the IHAO.
